เมื่อวันที่ 30 พ.ค. และ 2 มิ.ย. 2568 นางสาวภัทรัตน์ หงษ์ทอง เอกอัครราชทูต ณ กรุงเวียนนา พร้อมด้วยคณะผู้แทนไทยนำโดย ศาสตราจารย์พิเศษวิศิษฏ์ วิศิษฏ์สรอรรถ ปลัดกระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคม ได้เข้าร่วมการประชุม Asian Partners for Co-operation Group (APCG) ขององค์การว่าด้วยความมั่นคงและความร่วมมือในยุโรป (Organization for Security and Cooperation in Europe: OSCE) และการประชุมเชิงปฏิบัติการวาระพิเศษในหัวข้อ “Combatting Online Scams” ซึ่งไทยเป็นเจ้าภาพจัดขึ้น ในโอกาสครบรอบ 25 ปี ที่ไทยเข้าเป็นประเทศหุ้นส่วนเพื่อความร่วมมือฝ่ายเอเชียของ OSCE ณ กรุงเวียนนา ออสเตรีย โดยมีมอลตาในฐานะประธานกลุ่มประเทศหุ้นส่วนฯ เป็นเจ้าภาพร่วม

          ในช่วงการประชุมฯ ดังกล่าว ปลัดกระทรวงดิจิทัลฯ และประธานคณะทำงานอาเซียนด้านการป้องกันปัญหาการหลอกลวงผ่านสื่อออนไลน์ (ASEAN Working Group on Anti-Online Scam : WG-AS) ได้นำเสนอนโยบายระดับชาติและระดับอาเซียน รวมทั้งแนวทางในการส่งเสริมความร่วมมือระหว่าง ASEAN และ OSCE เพื่อจัดการกับปัญหาการหลอกลวงผ่านสื่อออนไลน์ (online scams) ซึ่งเป็นภัยคุกคามข้ามชาติที่เชื่อมโยงกับอาชญากรรมอื่น ๆ เช่น การเงิน การค้ามนุษย์ ฯลฯ ซึ่งส่งผลกระทบร้ายแรงทั่วโลก นอกจากนี้ วิทยากรจากหน่วยงานที่เกี่ยวข้องของไทย ได้แก่ ธนาคารแห่งประเทศไทย (ธปท.) สำนักงานคณะกรรมการกำกับหลักทรัพย์และตลาดหลักทรัพย์ (ก.ล.ต.) สำนักงานคณะกรรมการกิจการกระจายเสียง กิจการโทรทัศน์ และกิจการโทรคมนาคมแห่งชาติ (กสทช.) และศูนย์ปฏิบัติการต่อต้านอาชญากรรมออนไลน์ (Anti-Online Scam Operation Centre) กระทรวงดิจิทัลฯ ได้ร่วมแลกเปลี่ยนประสบการณ์และแนวปฏิบัติที่ดีของไทยในการป้องกันและแก้ไขปัญหา online scams ร่วมกับวิทยากรจากภาครัฐ ภาคเอกชน และผู้ให้บริการแพลตฟอร์มดิจิทัลจากประเทศสมาชิก OSCE และประเทศหุ้นส่วนฝ่ายเอเชียฯ

          ในโอกาสนี้ ที่ประชุมเห็นพ้องถึงความสำคัญจำเป็นในการส่งเสริมความร่วมมือระหว่างภาครัฐและภาคเอกชนระหว่างประเทศและภูมิภาค ความรับผิดชอบของภาคเอกชนผู้ให้บริการแพลตฟอร์มดิจิทัลต่อประชาชนการแบ่งปันข้อมูลและประสานงานระหว่างหน่วยงานผู้บังคับใช้กฎหมาย และการใช้เทคโนโลยี อาทิ AI และ Big data เพื่อติดตามการกระทำผิดและดำเนินคดีอย่างทันท่วงทีแก่ผู้ก่ออาชญากรรมออนไลน์ การประชุม APCG เป็นการประชุมระดับเอกอัครราชทูตระหว่างประเทศสมาชิก OSCE (57 ประเทศ) กับประเทศหุ้นส่วนเพื่อความร่วมมือฝ่ายเอเชีย 5 ประเทศ ได้แก่ อัฟกานิสถาน ออสเตรเลีย ญี่ปุ่น เกาหลีใต้ และไทย ซึ่งหมุนเวียนกันเป็นเจ้าภาพจัดการประชุมปีละครั้ง เพื่อหารือและแลกเปลี่ยนองค์ความรู้ ความเชี่ยวชาญ แนวปฏิบัติที่ดี และผลงานด้านความมั่นคงของประเทศเจ้าภาพในประเด็นที่เป็นความสนใจร่วมกันทั้งในระดับภูมิภาคและระดับโลก

          On 30 May and 2 June 2025, Ms. Pattarat Hongthong, Ambassador of Thailand to the Organization for Security and Cooperation in Europe (OSCE), together with a Thai delegation led by Professor Wisit Wisitsora-at, Permanent Secretary of the Ministry of Digital Economy and Society (MDES), attended an OSCE Asian Partners for Co-operation Group (APCG) Meeting and a Special Workshop on “Combatting Online Scams” hosted by Thailand and Malta (Chairperson of Asian Partners) on the occasion of the 25th anniversary of Thailand - OSCE Partnership in Vienna, Austria.

          At both events, Professor Wisitsora-at, Chair of the ASEAN Working Group on Anti-Online Scam (WG-AS) delivered a keynote speech highlighting both national and regional policy frameworks against online scams and how to steer forward partnership and coordinated efforts between ASEAN and OSCE to tackle this serious transnational threat that has led to other criminal activities such as financial crimes and trafficking in human beings. Other Thai panelists include representatives from the Bank of Thailand, Securities and Exchange Commission, National Broadcasting and Telecommunications Commission, and the Anti-Online Scam Operation Centre, MDES, showcasing Thailand’s legal frameworks and exchanging best practices in preventing and countering online scams with panelists from public and private sectors including online platform operator from OSCE and Asian Partners.

          On this occasion, the APCG Meeting agreed that it is incumbent upon OSCE Participating states and Asian partners to promote coordinated efforts among public and private sectors nationally and regionally, the responsibilities of government agencies and digital platform operators towards the public, information sharing among law enforcement agencies as well as the use of technological tools such as AI and Big Data to detect crimes and prosecute the online scammers in a timely manner.

          The APCG Meeting is an ambassadorial-level meeting between 57 OSCE Participating states and 5 Asian Partners for Co-operation, namely Afghanistan, Australia, Japan, Republic of Korea, and Thailand. The Asian Partners hosts an annual meeting in rotation to discuss and exchange knowledge, expertise, best practices, including global and regional security issues of common interest.
