เมื่อวันที่ 17 - 18 ก.ค. 2566 นางวิลาวรรณ มังคละธนะกุล เอกอัครราชทูต และผู้แทนถาวรไทยประจำองค์การสหประชาชาติและองค์การระหว่างประเทศ ณ กรุงเวียนนา ได้เข้าร่วมการประชุม Organization for Security and Co-operation in Europe (OSCE) Asian Partners for Co-operation Group Conference ณ กรุงเวียนนา ประเทศออสเตรีย ในฐานะหัวหน้าคณะผู้แทนไทย โดยมี นางสาวสมฤดี พู่พรอเนก รองอธิบดีกรมยุโรปเข้าร่วมประชุมด้วย สำหรับผู้เข้าร่วมการประชุมของประเทศอื่น ๆ นั้น ส่วนใหญ่เป็นผู้แทนระดับเอกอัครราชทูตจากประเทศสมาชิก OSCE 57 ประเทศ และประเทศหุ้นส่วนเพื่อการพัฒนาฝ่ายเอเชียอีก 5 ประเทศ (รวมถึงไทย)
ไทยมีบทบาทแข็งขันในการประชุมฯ โดยเอกอัครราชทูตวิลาวรรณฯ ได้กล่าวถ้อยแถลงในช่วงเปิดของการประชุมฯ รองอธิบดีสมฤดีฯ ได้กล่าวถ้อยแถลงและร่วมหารือในช่วงการอภิปรายต่าง ๆ อีกทั้งได้มีโอกาสหารือทวิภาคีกับผู้แทนระดับสูงจากสำนักเลขาธิการ OSCE และกระทรวงการต่างประเทศออสเตรียด้วย นอกจากนี้ ไทยยังได้มีผู้แทนร่วมเป็นผู้อภิปราย (speaker/panelist) ในหัวข้อความมั่นคงทางไซเบอร์ด้วย
หัวข้อหลักของการประชุมฯ คือ “Europe and Asia: Addressing common challenges in a changing global security environment through multilateral co-operation” ประเด็นหลักที่คณะผู้แทนไทยฯ
ให้ความสำคัญ คือ การเสริมสร้างการปฏิสัมพันธ์และความร่วมมือที่สร้างสรรค์ระหว่างเอเชียกับยุโรป โดยเฉพาะอย่างยิ่งระหว่างอาเซียนกับ OSCE ในด้านต่าง ๆ เช่น ความมั่นคงทางไซเบอร์ การเปลี่ยนแปลงสภาพภูมิอากาศ และการส่งเสริมบทบาทของภาคประชาสังคมในเรื่องสิทธิมนุษยชน ประชาธิปไตยและหลักนิติธรรม ซึ่งเป็นเรื่องที่ไทยและอาเซียนมีการดำเนินงานอยู่แล้ว ไม่ว่าจะเป็นเรื่องการส่งเสริมโมเดลเศรษฐกิจ BCG หรือ ความร่วมมือทุกภาคส่วน (PPP) ในไทย หรือการดำเนินงานของอาเซียนเพื่อต่อต้านการใช้เทคโนโลยีสารสนเทศเพื่อจุดประสงค์ทางอาชญากรรม ดังนั้น อาเซียนและ OSCE จึงควรพิจารณาแสวงหาโอกาสในการเพิ่มปฏิสัมพันธ์และดำเนินกิจกรรมร่วมกันต่อไป เพื่อประโยชน์ของการเสริมสร้างความมั่นคงองค์รวมที่มีประชาชนเป็นศูนย์กลาง
OSCE เป็นเวทีปรึกษาหารือในลักษณะการทูตเชิงป้องกัน (Preventive Diplomacy) เพื่อหาข้อยุติและระงับข้อพิพาทและข้อขัดแย้งในยุโรป โดยมีภารกิจหลักในการส่งเสริมความมั่นคงองค์รวมใน 3 มิติ ได้แก่ (1) มิติการเมือง-การทหาร (2) มิติเศรษฐกิจและสิ่งแวดล้อม และ (3) มิติมนุษย์ โดยไทยให้ความสำคัญกับ OSCE ในฐานะที่เป็นเวทีสำหรับการแลกเปลี่ยนประสบการณ์และแนวปฏิบัติที่เป็นเลิศในประเด็นความมั่นคง ซึ่งถือเป็นหนึ่งในมาตรการสร้างความไว้เนื้อเชื่อใจและความมั่นคง (Confidence- and Security-Building Measures: CSBMs) ระหว่างประเทศที่มีประสิทธิภาพ

On 17 - 18 July 2023, H.E. Mrs. Vilawan Mangklatanakul, Ambassador and Permanent Representative of Thailand to the United Nations Office and other International Organizations in Vienna, attended the Organization for Security and Co-operation in Europe (OSCE) Asian Partners for Co-operation Group Conference in Vienna, Austria, in her capacity as the Head of the Thai delegation, accompanied by Ms. Somrudee Poopornanake, Deputy Director-General of the Department of European Affairs. The participants to the Conference consisted primarily of Ambassador-level representatives from the 57 OSCE participating States and 5 Asian Partners (including Thailand). Ambassador Vilawan delivered remarks in the Opening Session of the Conference while Deputy Director-General Somrudee gave interventions in the Conference’s different sessions as well as had bilateral meetings with the OSCE Secretariat and the Austrian Ministry of Foreign Affairs. Thailand also fielded a representative as speaker/panelist in the session on cybersecurity.
The theme of the Conference was "Europe and Asia: Addressing common challenges in a changing global security environment through multilateral co-operation". The Thai delegation emphasised the importance of enhancing constructive engagement and cooperation between Asia and Europe, and in particular between ASEAN and the OSCE, on non-traditional security issues such as cyber security, climate change and engaging civil society in the promotion of human rights, democracy and the rule of law. Thailand and ASEAN (both among the 10 Member States themselves and between ASEAN and interested outside parties) have undertaken good work in the aforementioned areas. This includes the pursuit of the Bio-Circular-Green (BCG) Economy Model and advocating public-private-people partnerships in Thailand as well as ASEAN’s work in countering the use of ICTs for criminal purposes. The two organizations should, therefore, consider exploring more direct engagement and joint activities going forward to support comprehensive security for the people of both regions.
The OSCE is a consultative forum that focuses on enhancing preventive diplomacy and early warning systems to settle and prevent conflicts and crises in Europe. The OSCE’s mandate is to promote a comprehensive approach to security that encompasses the politico-military, economic and environmental, and human aspects. Thailand values the OSCE as an open policy space for the exchange of experiences and best practices in security-related matters which, in and of themselves, are valuable confidence- and security-building measures (CSBMs) between nations.
