นางครองขนิษฐ รักษ์เจริญ อธิบดีกรมยุโรป ได้เดินทางเยือนฝรั่งเศสระหว่างวันที่ 6-11 มกราคม 2568 และเป็นประธานร่วมกับนาย Benoît Guidée อธิบดีกรมเอเชียและโอเชียเนีย กระทรวงกิจการยุโรปและการต่างประเทศฝรั่งเศส ในการประชุม Political Consultations ไทย-ฝรั่งเศส ครั้งที่ 5 เมื่อวันที่
9 มกราคม 2568 ณ กระทรวงกิจการยุโรปและการต่างประเทศฝรั่งเศส กรุงปารีส โดยมีนายศรัณย์
เจริญสุวรรณ เอกอัครราชทูต ณ กรุงปารีส และนายฌ็อง-โกลด ปวงเบิฟ เอกอัครราชทูตฝรั่งเศสประจำ
ประเทศไทย เข้าร่วมการประชุมในครั้งนี้ด้วย

ทั้งสองฝ่ายมุ่งกระชับความร่วมมือที่เป็นรูปธรรมระหว่างกันในหลากหลายด้าน อาทิ ด้านการเมือง
เศรษฐกิจ ความมั่นคง เทคโนโลยีอวกาศและการบิน วิทยาศาสตร์และนวัตกรรม การเปลี่ยนผ่านพลังงาน การศึกษา วัฒนธรรม การท่องเที่ยว และความสัมพันธ์ระดับประชาชน นอกจากนี้ สองฝ่ายได้หารือเกี่ยวกับ
การจัดทำเอกสาร Action Plan สำหรับการยกระดับความสัมพันธ์ไทย-ฝรั่งเศสสู่ความเป็นหุ้นส่วนทางยุทธศาสตร์ รวมถึงแผนการแลกเปลี่ยนการเยือนระดับสูงในอนาคต ในการประชุมดังกล่าว ฝ่ายฝรั่งเศสได้แสดงการสนับสนุนฝ่ายไทยในประเด็นการเจรจาเขตการค้าเสรี (FTA) ไทย-สหภาพยุโรป การเจรจายกเว้นการตรวจ
ลงตราในเขตเชงเกนสำหรับผู้ถือหนังสือเดินทางธรรมดาไทย และการสมัครเข้าเป็นสมาชิกองค์การเพื่อ
ความร่วมมือทางเศรษฐกิจและการพัฒนา (OECD) ของไทย

          ในโอกาสนี้ นาย Benoît Guidée ได้เป็นเจ้าภาพเลี้ยงอาหารกลางวันแก่คณะผู้แทนไทย และแลกเปลี่ยนความเห็นเพิ่มเติมในประเด็นระดับโลกและภูมิภาคที่อยู่ในความสนใจร่วมกันของทั้งสองฝ่าย อาทิความสัมพันธ์ฝรั่งเศส-อาเซียน อาเซียน-สหภาพยุโรป ความสัมพันธ์จีน-สหรัฐฯ สถานการณ์ในภูมิภาคยุโรป ตะวันออกกลาง และอินโด-แปซิฟิก

          ในการเยือนฝรั่งเศสครั้งนี้ อธิบดีกรมยุโรปยังได้พบหารือกับนาย Philippe Advani ประธานมูลนิธิสถาบันภาษาและวัฒนธรรมตะวันออกแห่งชาติ (Foundation Institut National des Langues et Civilisations Orientales: INALCO) เพื่อกระชับความร่วมมือในด้านการศึกษา วิจัย และการอนุรักษ์ศิลปะ
วัฒนธรรม โดยในปี 2567 ครบรอบ 150 ปีของการเรียนการสอนภาษาและวัฒนธรรมไทยในฝรั่งเศส และ
ได้พบหารือกับนาย Marc Abensour เอกอัครราชทูตผู้แทนพิเศษด้านอินโด-แปซิฟิกของฝรั่งเศส เพื่อหารือเกี่ยวกับนโยบายของฝรั่งเศสและแนวโน้มพัฒนาการของสถานการณ์ในภูมิภาคอินโด-แปซิฟิก รวมถึงได้เดินทางเยือนเมือง Brest เพื่อหารือกับฝ่ายฝรั่งเศสเกี่ยวกับการดำเนินการบูรณะรูปปั้นเจ้าพระยาโกษาธิบดี (ปาน) ซึ่งโครงการดังกล่าวเป็นหนึ่งในกิจกรรมเพื่อเฉลิมฉลองวาระครบรอบ 340 ปี การติดต่อสัมพันธ์ครั้งแรกระหว่างสยามกับฝรั่งเศสในปี 2568 และ 170 ปี ความสัมพันธ์ทางการทูตไทย-ฝรั่งเศสในปี 2569 อนึ่ง ไทยและฝรั่งเศสมีเส้นทางบินตรงใหม่ คือ สายการ AirCalin เส้นทางกรุงปารีส-กรุงเทพฯ-กรุงนูเมอา (เมืองหลวงของดินแดนนิวแคลิโดเนีย) สัปดาห์ละ 2 เที่ยวบิน ซึ่งเปิดให้บริการเที่ยวบินปฐมฤกษ์เมื่อวันที่ 11 ธันวาคม 2567

H.E. Mrs. Khrongkanit Rakcharoen, Director-General of the Department of European Affairs, visited France from 6-11 January 2025, and co-chaired the 5th Thailand-France Political Consultations with H.E. Mr. Benoît Guidée, Director for Asia and Oceania, Ministry for Europe and Foreign Affairs of France, on 9 January 2025, in Paris. Also in attendance were H.E. Mr. Sarun Charoensuwan, Ambassador of Thailand to France, and H.E. Mr. Jean-Claude Poimboeuf, French Ambassador to Thailand.

Both sides aimed to strengthen concrete cooperation across several areas, including political affairs, economic collaboration, security, space and aviation technology, science and innovation, energy transition, education, culture, tourism, and people-to-people relations. Additionally, both sides discussed the drafting of Action Plan to elevate Thailand-France relations to a Strategic Partnership status, as well as plans and preparations for future high-level visits. During the meeting, the French side expressed her support for Thai-EU FTA negotiation, the Schengen visa waiver for ordinary Thai passport holders, and Thailand's bid to become a member of the Organization for Economic Cooperation and Development (OECD).

          On the same occasion, Mr. Benoît Guidée hosted a working lunch for the Thai delegation where they exchanged views on regional and global issues of mutual interest, including France-ASEAN and ASEAN-EU relations, U.S.-China relations, and developments in Europe, the Middle East, and the Indo-Pacific regions.

          During the visit, Director-General Khrongkanit also met with Mr. Philippe Advani, President of the Foundation Institut National des Langues et Civilisations Orientales (INALCO), to discuss ways to strengthen cooperation in education, research, and cultural preservation,
as 2024 marked the 150th anniversary of Thai language and civilization studies in France. Furthermore, the Director-General held discussions with H.E. Mr. Marc Abensour, French Ambassador for the Indo-Pacific, to exchange views on France’s policy priorities and developments in the Indo-Pacific.

          This visit also included a trip to Brest to discuss with the French side the restoration of the statue of Kosa Pan. This restoration project is part of the celebrations for the 340th anniversary of the first Siam-France contact in 2025 and the 170th anniversary of diplomatic relations between Thailand and France in 2026.

In addtion, Thailand and France now enjoy a new direct flight route operated by AirCalin between Paris-Bangkok-Nouméa (the capital of New Caledonia), which operates twice weekly, with its inaugural flight launched on 11 December 2024.
