เมื่อวันที่ 28 พฤษภาคม 2569 นายวิชาวัฒน์ อิศรภักดี ผู้ช่วยรัฐมนตรีประจำกระทรวงการต่างประเทศ กล่าวเปิดการประชุม OSCE 2026 Asian Conference ภายใต้หัวข้อ “Countering Transnational Threats in the Digital Era through Enhanced Co-operation in Asia and the OSCE Region” ซึ่งไทยเป็นเจ้าภาพร่วมกับฟินแลนด์ จัดขึ้นระหว่างวันที่ 28–29 พฤษภาคม 2569 ณ โรงแรม เดอะ สุโกศล กรุงเทพฯ โดยมีผู้แทนจากประเทศผู้เข้าร่วมองค์การว่าด้วยความมั่นคงและความร่วมมือในยุโรป (Organization for Security and Co-operation in Europe: OSCE)
และประเทศหุ้นส่วนเพื่อความร่วมมือฝ่ายเอเชีย (รวมไทย) เข้าร่วมจำนวน 36 ประเทศ/องค์กร รวมกว่า 150 คน

        การประชุม OSCE Asian Conference เป็นการประชุมประจำปีเพื่อส่งเสริมความร่วมมือ การแลกเปลี่ยนองค์ความรู้ ประสบการณ์ และแนวปฏิบัติที่เป็นเลิศระหว่าง OSCE กับประเทศหุ้นส่วนฯ ฝ่ายเอเชีย โดยการประชุมในปีนี้มุ่งเน้นการรับมือกับภัยคุกคามข้ามชาติในยุคดิจิทัล ผ่านความร่วมมือที่ใกล้ชิดยิ่งขึ้นระหว่างภูมิภาคเอเชียและภูมิภาค OSCE ซึ่งสอดคล้องกับแนวคิดความมั่นคง
แบบองค์รวมของ OSCE ทั้งในมิติการเมืองและการทหาร มิติเศรษฐกิจและสิ่งแวดล้อม และมิติมนุษย์

        ผู้ช่วยรัฐมนตรีฯ เน้นย้ำถึงภูมิทัศน์ด้านภูมิรัฐศาสตร์และเทคโนโลยีที่เปลี่ยนแปลงอย่างรวดเร็ว ส่งผลให้ภัยคุกคามข้ามชาติในยุคดิจิทัลมีความซับซ้อนและเชื่อมโยงกันมากยิ่งขึ้น ทั้งด้านความมั่นคงทางไซเบอร์ อาชญากรรมออนไลน์ การบิดเบือนข้อมูล ตลอดจนผลกระทบต่อความมั่นคงของมนุษย์ พลังงาน อาหาร และเศรษฐกิจ จึงจำเป็นต้องอาศัยความร่วมมือระหว่างประเทศและระหว่างภูมิภาค
ที่ใกล้ชิดยิ่งขึ้น โดยไทยในฐานะประเทศหุ้นส่วนเพื่อความร่วมมือฝ่ายเอเชียเพียงประเทศเดียวจากอาเซียนยืนยันความมุ่งมั่นในการส่งเสริมความเชื่อมโยงระหว่างอาเซียน เอเชีย และยุโรป ในการรับมือความท้าทายร่วมกัน นอกจากนี้ นางสาวสมฤดี พู่พรอเนก รักษาการอธิบดีกรมยุโรป และนางสาวภัทรัตน์ หงษ์ทอง เอกอัครราชทูต ณ กรุงเวียนนา และหัวหน้าคณะผู้แทนไทยประจำ OSCE ได้ร่วมกล่าวถ้อยแถลงของประเทศไทยในโอกาสนี้ด้วย

        ในช่วงการประชุม ผู้แทนไทยได้ร่วมเป็นวิทยากรในทั้ง 3 ช่วงการอภิปราย ได้แก่ (1) นางสาวชมภารี ชมภูรัตน์ รองปลัดกระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคม ได้นำเสนอแนวทางแบบบูรณาการของไทยในการต่อต้านอาชญากรรมทางเทคโนโลยีและการหลอกลวงทางออนไลน์ รวมถึงกลไกสำคัญภายในประเทศ อาทิ ศูนย์ปฏิบัติการแก้ไขปัญหาอาชญากรรมออนไลน์ (Anti Online Scam Operation Center : AOC) (2) นางสาวอรมนต์ จันทพันธ์ ผู้อำนวยการอาวุโส ธนาคารแห่งประเทศไทยได้ร่วมแลกเปลี่ยนแนวทางเสริมสร้างความเข้มแข็งทางเศรษฐกิจและระบบการเงินเพื่อรับมือ
ภัยคุกคามข้ามชาติในยุคดิจิทัล (3) ผู้ช่วยศาสตราจารย์ ดร. ภาณุภัทร จิตเที่ยง ผู้แทนไทยในคณะกรรมาธิการระหว่างรัฐบาลอาเซียนว่าด้วยสิทธิมนุษยชน ได้นำเสนอแนวปฏิบัติด้านการรู้เท่าทันสื่อ
และข้อมูลข่าวสาร เพื่อส่งเสริมสิทธิมนุษยชน และความมั่นคงระหว่างภูมิภาคในยุคดิจิทัล และ (4) นายภานุ วงศ์ชะอุ่ม สำนักข่าว Reuters (ประเทศไทย) ได้นำเสนอบทบาทของสื่อในฐานะผู้ปฏิบัติ
ที่ต้องปรับตัวให้เท่าทันในยุคที่ข้อมูลถูกบิดเบือนได้ง่ายเพื่อนำเสนอข้อมูลที่ถูกต้องอย่างโปร่งใส

        ในช่วงเช้าของวันที่ 28 พฤษภาคม 2569 คณะผู้แทนฯ ได้รับฟังการบรรยายสรุปและเยี่ยมชมการดำเนินงานของศูนย์ต่อต้านการฉ้อโกงออนไลน์ (ACSC) เพื่อศึกษากลไกและแนวทางแบบบูรณาการของไทยในการป้องกันและปราบปราม online scams ซึ่งสะท้อนบทบาทนำของไทยในการรับมือภัยคุกคามข้ามชาติในยุคดิจิทัลอย่างเป็นรูปธรรม

        ไทยเป็นหนึ่งใน 5 ประเทศหุ้นส่วนเพื่อความร่วมมือฯ ของ OSCE (ร่วมกับอัฟกานิสถาน ออสเตรเลียญี่ปุ่น และเกาหลีใต้) ตั้งแต่เมื่อปี 2543 และมีบทบาทที่แข็งขันอย่างต่อเนื่องในฐานะประเทศสมาชิกอาเซียนหนึ่งเดียวในกรอบ OSCE ในการเป็นสะพานเชื่อมระหว่างเอเชีย ยุโรป และอาเซียน เพื่อส่งเสริมสันติภาพ ความมั่นคง และความร่วมมือระหว่างประเทศอย่างยั่งยืน

Vice Minister for Foreign Affairs Delivers Opening Remarks the OSCE 2026 Asian Conference in Bangkok

         On 28 May 2026, H.E. Mr. Vijavat Isarabhakdi, Vice Minister for Foreign Affairs, delivered opening remarks at the OSCE 2026 Asian Conference under the theme “Countering Transnational Threats in the Digital Era through Enhanced Co-operation in Asia and the OSCE Region,” co-hosted by Thailand and Finland on 28 - 29 May 2026 at the Sukosol Hotel, Bangkok. The Conference was attended by over 150 representatives from 36 OSCE participating States and Asian Partners for Co-operation.

        The OSCE Asian Conference is an annual platform for promoting cooperation and exchanges of knowledge, experiences, and best practices between the OSCE and its Asian Partners for Co-operation. This year’s Conference focused on addressing transnational threats in the digital era through enhanced cooperation between Asia and the OSCE region, in line with the OSCE’s comprehensive security concept, encompassing the politico-military, economic and environmental, and human dimensions.

        In his remarks, the Vice Minister underscored that today’s rapidly evolving geopolitical and technological landscape has made transnational threats in the digital era increasingly complex and interconnected, ranging from cybercrimes to disinformation and broader impacts on human, energy, food, and economic security. He stressed the importance of closer international and interregional cooperation in addressing these shared challenges. Thailand therefore stands committed to leveraging its role as the only OSCE Partner for Co-operation from ASEAN to help strengthen linkages between ASEAN, Asia, and Europe. Moreover, Ms. Somrudee Poopornanake, Acting Director-General of the Department of European Affairs and Ms. Pattarat Hongtong, Ambassador of Thailand to Austria and Head of the Thai Delegation to the OSCE, also delivered Thailand's national statements.

        On this occasion, Thai representatives also participated as speakers in all three sessions of the Conference, namely (1) Ms. Chomparee Chomphurat, Deputy Permanent Secretary of the Ministry of Digital Economy and Society, highlighting Thailand’s integrated approach to combatting technology-related crimes and online scams, including key domestic mechanisms such as the Anti Online Scam Operation Center (AOC), (2) Ms. Oramone Chantapant, Senior Director,  Bank of Thailand sharigng Thailand’s approaches to strengthening economic and financial resilience against transnational threats in the digital era, (3) Asst. Prof. Dr. Bhanubhatra Jittiang, Thailand’s Representative to the ASEAN Intergovernmental Commission on Human Rights (AICHR), presenting best practices on media and information literacy to promote human rights and strengthen interregional security in the digital era, and (4) Mr. Panu Wongcha-um, Senior Correspondent, Thomson Reuters, sharing media’s role as a practitioner that needs adaptability amid the challenges of disinformation to transparently present fact-based information. 

        On the morning of 28 May 2026, delegates visited the Anti Cyber Scam Center (ACSC) to learn more about Thailand’s integrated mechanisms and operational approaches in combatting online scams, reflecting Thailand’s leading role in addressing transnational threats in a concrete manner.

        Thailand has been one of the five OSCE Asian Partners for Co-operation (along with Afghanistan, Australia, Japan and the Republic of Korea) since 2000 and has played an active role as the sole Asian partner from ASEAN in bridging between Asia, Europe, and ASEAN in advancing peace, security, and sustainable international cooperation.
