เมื่อวันที่ 16 ธันวาคม 2568 นายไตรยฤทธิ์ เตมหิวงศ์ อธิบดีกรมคุ้มครองสิทธิและเสรีภาพ กระทรวงยุติธรรม และนางสาว Leila Fernández Stembridge, Head of Southeast Asia Division เป็นประธานร่วมการประชุมคณะทำงานผู้เชี่ยวชาญไทย-สหภาพยุโรป ด้านสิทธิมนุษยชนและธรรมาภิบาล ครั้งที่ 1 ณ กรุงบรัสเซลส์ เบลเยียม พร้อมด้วยคณะผู้แทนไทยจากกองสหภาพยุโรป การประชุมจัดขึ้นแบบไฮบริด โดยฝ่ายไทยมีหน่วยงานไทยที่เกี่ยวข้องกว่า 17 หน่วยงานเข้าร่วม

การประชุมดังกล่าวจัดขึ้นเพื่อเสริมสร้างความร่วมมือไทย–สหภาพยุโรปในด้านการบรรลุเป้าหมายการขยายและยกระดับความร่วมมือด้านสิทธิมนุษยชนและธรรมาภิบาลภายใต้กลไกการประชุมคณะกรรมการร่วมไทย-สหภาพยุโรป (Joint Committee: JC) และกรอบความตกลงว่าด้วยความเป็นหุ้นส่วนและความร่วมมือรอบด้านระหว่างไทย-สหภาพยุโรป (Comprehensive Partnership and Cooperation Agreement: PCA) ที่มีผลบังคับใช้ไปพลางก่อนตั้งแต่เดือนตุลาคม 2567

ที่ประชุมได้แลกเปลี่ยนความคิดเห็นในประเด็นที่เกี่ยวข้องกับกติการะหว่างประเทศว่าด้วยสิทธิพลเมืองและสิทธิทางการเมือง (ICCPR) โดยครอบคลุมเรื่องเสรีภาพในการแสดงออก เสรีภาพในการชุมนุม และเสรีภาพของสื่อมวลชน นอกจากนี้ ทั้งสองฝ่ายยังได้แสดงความห่วงกังวลต่อสถานการณ์ความขัดแย้งระหว่างไทยและกัมพูชา ในส่วนของกติการะหว่างประเทศว่าด้วยสิทธิทางเศรษฐกิจ สังคม และวัฒนธรรม (ICESCR) ที่ประชุมได้ให้ความสำคัญกับสิทธิในการเข้าถึงบริการด้านสุขภาพและสิทธิในการได้รับการศึกษาอย่างทั่วถึงและเท่าเทียม โดยไม่เลือกปฏิบัติ ครอบคลุมถึงบุคคลจากกลุ่มต่าง ๆ อาทิ เด็ก สตรี ผู้พิการ ผู้สูงอายุ กลุ่มผู้มีความหลากหลายทางเพศ ผู้โยกย้ายถิ่นฐาน และกลุ่มชาติพันธุ์

นอกจากนี้ ทั้งสองฝ่ายยังได้หารือถึงแนวทางการสร้างความร่วมมือเฉพาะด้าน อาทิ ธุรกิจกับสิทธิมนุษยชน รวมถึงการสนับสนุนการเข้าเป็นสมาชิก OECD ของไทย สิทธิมนุษยชนกับเทคโนโลยีดิจิทัลและปัญญาประดิษฐ์ การให้ความช่วยเหลือผู้หนีภัยจากการสู้รบจากเมียนมา (ผภร.) การต่อต้านการค้ามนุษย์และอาชญากรรมข้ามชาติ โดยเฉพาะการหลอกลวงทางออนไลน์ และได้เน้นย้ำความร่วมมือระหว่างอาเซียน-อียู เพื่อขับเคลื่อนวาระสิทธิมนุษยชน พร้อมเชื่อมโยงบทบาทไทยในเวทีระหว่างประเทศ ในฐานะสมาชิกคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ (HRC) สำหรับวาระปี 2568-2570

On 16 December 2025, Mr. Triyarith Temahivong, Director-General of the Department of Rights and Liberties Protection, Ministry of Justice of Thailand, and Ms. Leila Fernández Stembridge, Head of the Southeast Asia Division, co-chaired the 1st Thailand–EU Specialised Working Group on Human Rights and Governance in Brussels, Belgium. The meeting was held in a hybrid format and was attended by the Thai delegation with participants from more than 17 relevant Thai agencies.

The meeting aims to strengthen Thailand–EU cooperation towards advancing collaboration on human rights and good governance under the framework of the Thailand–EU Joint Committee (JC) mechanism and the Thailand-EU Comprehensive Partnership and Cooperation Agreement (PCA), which provisionally applied since October 2024.

Both sides exchanged views on issues related to the International Covenant on Civil and Political Rights (ICCPR), including freedom of expression, freedom of assembly, and media freedom. Concerns regarding conflict between Thailand-Cambodia were also raised. On the International Covenant on Economic, Social and Cultural Rights (ICESCR), discussions focused on the enjoyment of economic, social, and cultural rights without discrimination, access to healthcare and education, with particular attention to the rights of vulnerable groups, including children, women, persons with disabilities, older persons, the LGBTI people, migrants, and ethnic groups.

The two sides also explored avenues for sector-specific cooperation, including business and human rights, support for Thailand’s OECD accession process, human rights in the context of digital technologies and artificial intelligence, humanitarian assistance for Myanmar Displaced Persons (MDPs), and cooperation on countering human trafficking and transnational crime, particularly online scams. In addition, the meeting underscored the importance of ASEAN–EU cooperation in advancing the human rights agenda and highlighted Thailand’s role in international human rights fora, particularly in its capacity as a member of the United Nations Human Rights Council for the term 2025–2027.
