เมื่อวันที่ 30 มีนาคม – 2 เมษายน 2569 นายรัชกรณ์ นภาพรพิพัฒน์ รองเลขาธิการสภาความมั่นคงแห่งชาติ ผศ.ดร. วราภรณ์ พรหมวิกร ผู้ช่วยเลขาธิการคณะกรรมการการรักษาความมั่นคงปลอดภัยไซเบอร์แห่งชาติ ผู้แทนศูนย์ต่อต้านอาชญากรรมออนไลน์ (Anti Cyber Scams Center: ACSC) สำนักงานตำรวจแห่งชาติ และผู้แทนกรมยุโรป กระทรวงการต่างประเทศได้เข้าร่วมการประชุม
เพื่อแลกเปลี่ยนข้อมูลและขยายความร่วมมือด้านความมั่นคงทางไซเบอร์และการต่อต้านการหลอกลวงออนไลน์กับหน่วยงานต่าง ๆ ของสหภาพยุโรป (อียู) และประเทศสมาชิกที่ราชอาณาจักรเบลเยียมและสาธารณรัฐฝรั่งเศส โดยมีผู้แทนจากประเทศสมาชิกอาเซียน (มาเลเซีย ฟิลิปปินส์ และอินโดนีเซีย) และสำนักเลขาธิการอาเซียนเข้าร่วม การประชุมดังกล่าวมีวัตถุประสงค์เพื่อส่งเสริมความร่วมมือด้านความมั่นคงไซเบอร์และการต่อต้านอาชญากรรมออนไลน์ระหว่างประเทศไทยกับอียูและประเทศสมาชิก และระหว่างภูมิภาคเอเชียตะวันออกเฉียงใต้กับยุโรป

คณะผู้แทนไทยได้พบหารือกับเอกอัครราชทูต ณ กรุงบรัสเซลส์ และหน่วยงานสำคัญของสหภาพยุโรปที่กรุงบรัสเซลส์ อาทิ กระทรวงการต่างประเทศสหภาพยุโรป (EEAS) คณะกรรมาธิการยุโรป
ที่เกี่ยวข้อง สำนักงานตำรวจยุโรป (Europol) รวมถึงสำนักงานสหภาพยุโรปด้านความมั่นคงไซเบอร์ (EU Agency for Cybersecurity: ENISA) และได้หารือกับภาคเอกชนของฝรั่งเศสที่ Campus Cyber ที่กรุงปารีส โดยทั้งฝ่ายไทยและยุโรปย้ำความร่วมมือในการแก้ไขปัญหาการหลอกลวงทางออนไลน์ การเชื่อมโยงความร่วมมือเชิงปฏิบัติการ การรับมือภัยคุกคามรูปแบบผสม การแลกเปลี่ยนองค์ความรู้ที่เกี่ยวข้อง ตลอดจนความร่วมมือด้านกฎหมาย นโยบาย และการพัฒนาศักยภาพบุคลากร

ในโอกาสนี้ คณะยังได้เข้าร่วมงาน InCyber Europe 2026 ซึ่งเป็นงานแสดงเทคโนโลยีและนวัตกรรมและการประชุมด้านความมั่นคงโซเบอร์ที่ใหญ่ที่สุดในยุโรปที่จัดขึ้นเป็นประจำทุกปีที่เมือง Lille สาธารณรัฐฝรั่งเศส โดยนอกจากที่คณะผู้แทนไทยจะได้การเข้าร่วมกิจกรรมการเสวนา การประชุมระดมสมอง และการสร้างเครือข่ายกับหน่วยงาน ผู้ประกอบการ และสถาบันวิจัยด้านความมั่นคงไซเบอร์ของยุโรปในงานแล้ว คณะผู้แทน ACSC ยังได้พบหารือกับกองบัญชาการไซเบอร์ภายใต้กระทรวงมหาดไทยฝรั่งเศส (COMCYBER-MI) นำเสนอแนวปฏิบัติที่ดีของไทยแก่ประเทศในกลุ่มบอลข่านตะวันตกและแอฟริกา และพบหารือกับเอกอัครราชทูตเนเธอร์แลนด์ด้านไซเบอร์ เพื่อแลกเปลี่ยนข้อมูลและแสวงหาความร่วมมือเพื่อแก้ไขปัญหาการหลอกลวงออนไลน์ด้วย

การประชุมและการเข้าร่วมงานข้างต้นเป็นส่วนหนึ่งของความร่วมมือระหว่างหน่วยงานไทยกับอียู ผ่านโครงการ Enhancing Security Cooperation In & With Asia & the Indo-Pacific (ESIWA+) ซึ่งมีวัตถุประสงค์เพื่อยกระดับความมั่นคงด้านความมั่นคงระหว่างอียูกับประเทศในภูมิภาคอินโดแปซิฟิก โดยหน่วยงานไทยที่เกี่ยวข้องจะนำผลการประชุมไปขยายความร่วมมือให้เป็นรูปธรรมต่อไป ซึ่งรวมถึงที่การสัมมนา EU-Thailand for ASEAN Regional Seminar on Online Scams Fighting ที่กรมยุโรปจะร่วมกับอียูจัดขึ้นระหว่างวันที่ 21–22 เมษายน 2569 ณ กรุงเทพฯ ด้วย

Advancing Thailand–EU Cooperation on Cybersecurity and the Fight Against Online Scams

Bangkok, Thailand (8 April 2026) Thai delegation, led by Ratchakorn Napapornpipat, Deputy Secretary-General of the National Security Council, and Waraporn Promwikorn, Assistant Secretary-General of the National Cyber Security Committee, undertook an official visit to Belgium and France from 30 March to 2 April 2026 to enhance cooperation with the European Union and European partners on cybersecurity and combating online scams.

The delegation included representatives from Thailand’s Anti Cyber Scams Center (ACSC), the Royal Thai Police, and the Department of European Affairs, Ministry of Foreign Affairs. The meetings were also attended by representatives from ASEAN Member States, Malaysia, Philippines, and Indonesia, as well as the ASEAN Secretariat. Discussions focused on strengthening cooperation between Thailand and the EU, as well as advancing cybersecurity collaboration between Southeast Asia and Europe.

In Brussels, the delegation met with the Ambassador of Thailand and key EU institutions, including the European External Action Service, relevant services of the European Commission, Europol, and the European Union Agency for Cybersecurity. In Paris, the delegation engaged with private sector stakeholders at Campus Cyber.

Both sides reaffirmed the importance of enhanced cooperation in addressing online scams, strengthening operational collaboration, countering hybrid threats, exchanging expertise, and advancing legal, policy, and capacity-building frameworks.

During the visit, the delegation also participated in InCyber Europe 2026 in Lille, Europe’s largest annual cybersecurity event. The delegation engaged in panel discussions, workshops, and networking with European cybersecurity agencies, private sector representatives, and research institutions. Representatives from ACSC also held discussions with the cyber command under the French Ministry of the Interior (COMCYBER-MI), presented Thailand’s best practices to partners from the Western Balkans and Africa, and exchanged views with the Dutch Cyber Ambassador to explore further cooperation in tackling online scams.

These engagements were conducted under the framework of the Enhancing Security Cooperation in and with Asia and the Indo-Pacific (ESIWA+), which aims to strengthen security cooperation between the EU and partners in the Indo-Pacific region. Relevant Thai agencies will continue to operationalise the outcomes of these discussions, including at the upcoming EU–Thailand for ASEAN Regional Seminar on Online Scams Fighting, to be co-hosted by the Department of European Affairs and the EU on 21–22 April 2026 in Bangkok.
