เมื่อวันที่ 2 ตุลาคม 2566 นายอสิ ม้ามณี อธิบดีกรมยุโรป ร่วมเป็นผู้อภิปรายในงานเสวนา หัวข้อ “The Prospect of EU-Thai Relations: The Way Forward Under the New Government”ซึ่งจัดโดย The Institute of Security and International Studies (ISIS) ณ จุฬาลงกรณ์มหาวิทยาลัยโดยมีเอกอัครราชทูตสหภาพยุโรป (อียู) ประจำประเทศไทย เอกอัครราชทูตราชอาณาจักรสเปนประจำประเทศไทยและผู้อำนวยการศูนย์ยุโรปศึกษาแห่งจุฬาลงกรณ์มหาวิทยาลัยเป็นผู้ร่วมอภิปราย ทั้งนี้ มีผู้เข้าร่วมงานเสวนาฯ กว่า 60 คน ประกอบด้วยผู้แทนจากภาคส่วนต่าง ๆ ได้แก่ คณะทูตานุทูตกลุ่มประเทศยุโรป ภาครัฐ ภาควิชาการ และภาคประชาสังคม รวมถึงนิสิตนักศึกษา

            อธิบดีกรมยุโรปได้กล่าวถึงพลวัตความสัมพันธ์ที่ดีมากระหว่างไทยกับอียูในปัจจุบัน อันเป็นผลมาจากการลงนามกรอบความตกลงว่าด้วยความเป็นหุ้นส่วนและความร่วมมือรอบด้านระหว่างไทยกับอียู (PCA) และการรื้อฟื้นการเจรจา FTA ไทย-อียู และโดยที่นโยบายด้านการต่างประเทศของรัฐบาลปัจจุบัน อาทิ

            การทูตเศรษฐกิจ การส่งเสริมความมั่นคงทั้งในรูปแบบดั้งเดิมและใหม่ และความร่วมมือด้านเทคโนโลยี ล้วนมีความสอดคล้องกับนโยบายหลักของอียู ทั้งสองฝ่ายจึงควรใช้โอกาสนี้ในการยกระดับความสัมพันธ์  โดยใช้ประโยชน์จากกรอบความตกลง PCA ให้เกิดประโยชน์เป็นรูปธรรม การบรรลุการเจรจา FTA โดยเร็ว การบรรลุเป้าหมายด้านสภาพภูมิอากาศ โดยร่วมกันสนับสนุนให้ภาคเอกชนไทยมีความพร้อมต่อมาตรการ ด้านสิ่งแวดล้อมของอียู ตลอดจนการเพิ่มการปฏิสัมพันธ์ในระดับที่สูงสุดระหว่างกัน

           ในภาพรวม ผู้ร่วมอภิปรายเห็นพ้องถึงความสอดคล้องระหว่างจุดเน้นของนโยบายด้านการต่างประเทศของไทยภายใต้รัฐบาลปัจจุบันกับนโยบายสำคัญ ๆ ของอียู ซึ่งน่าจะช่วยส่งเสริมความสัมพันธ์ระหว่างกัน ทั้งในระดับทวิภาคีและระดับภูมิภาคต่อไป

            On 2 October 2023, Mr. Asi Mamanee, Director-General (DG) of the Department of European Affairs, joined a panel discussion on the topic of “The Prospect of EU-Thai Relations: The Way Forward Under the New Government” hosted by the Institute of Security and International Studies (ISIS) at Chulalongkorn University. Other panelists included the Ambassador of the EU to Thailand, the Ambassador of Spain to Thailand, and the Director of the Centre for European Studies, Chulalongkorn University. The forum was attended by over 60 participants, comprising representatives from the European diplomatic corps, government officials, academia, and civil society, including students.  

            The DG highlighted the current positive dynamism in Thai-EU relations, given the signing of the Partnership and Cooperation Agreement (PCA) and the resumption of Thai-EU FTA negotiations. The foreign policy priorities of the current Government, i.e., (1) advancing economic diplomacy; (2) fostering partnerships on security issues; and (3) promoting cooperation on technological advancement, are all in line with the EU’s key policies. Therefore, both sides should take this opportunity to elevate their relations through greater engagement at the highest levels, implementing the PCA for mutual benefit, the early conclusion of the FTA, and cooperation to achieve their respective climate goals, for example, through helping the Thai private sector make preparations for the EU’s environmental measures.

            Overall, the panel was in agreement on the convergence between the Thai Government’s foreign policy priorities and the EU’s key policies, which should help strengthen Thai-EU cooperation further both bilaterally and regionally.
