ระหว่างวันที่ 23-25 กันยายน 2567 นางสาวสมฤดี พู่พรอเนก รองอธิบดีกรมยุโรป และคณะได้เข้าร่วม “โครงการเสริมสร้างเครือข่ายกับบุคคลสำคัญในการกำหนดนโยบายของสหภาพยุโรป” ของสถานเอกอัครราชทูต ณ กรุงบรัสเซลส์/ คณะผู้แทนไทยประจำสหภาพยุโรป โดยคณะได้เข้าพบผู้แทนกระทรวงการต่างประเทศ และหน่วยงานของสหภาพยุโรป (อียู) รวม 8 แห่ง ณ กรุงบรัสเซลส์ เบลเยียม เพื่อหารือแนวทางในการส่งเสริมและขยายความร่วมมือในทุกมิติ รวมทั้งสร้างเสริมมาตรฐาน และแลกเปลี่ยนแนวปฏิบัติที่เป็นเลิศระหว่างกัน ในโอกาสที่รัฐสภาได้เห็นชอบกรอบความตกลงว่าด้วยความเป็นหุ้นส่วนและความร่วมมือรอบด้านไทย-อียู (Comprehensive Partnership and Cooperation Agreement: PCA) ซึ่งจะมีผลใช้บังคับไปพลางก่อนในวันที่ 20 ตุลาคม 2567 โดยกรอบความตกลง PCA จะช่วยยกระดับความสัมพันธ์ระหว่างไทยกับอียูและประเทศสมาชิกอียูทั้ง 27 ประเทศให้ก้าวไปสู่ความเป็นพันธมิตรที่ใกล้ชิดยิ่งขึ้น

            ในโอกาสนี้ ทั้งสองฝ่ายได้หารือในประเด็นต่าง ๆ ได้แก่ (1) การขอยกเว้นการตรวจลงตราเข้าเขตเชงเกนสำหรับผู้ถือหนังสือเดินทางธรรมดาของไทย (2) การเจรจา FTA ไทย-อียู (3) การต่อต้านการทำประมง IUU และส่งเสริมการทำประมงอย่างยั่งยืน (4) ความมั่นคง โดยเฉพาะด้านอาชญากรรมข้ามชาติ และอาชญากรรมทางไซเบอร์ (5) โครงการ Global Gateway (6) มาตรการด้านสิ่งแวดล้อมภายใต้นโยบาย European Green Deal ได้แก่ กฎหมายว่าด้วยสินค้าที่ปลอดจากการตัดไม้ทำลายป่าของสหภาพยุโรป (Deforestation-free Products Regulation: EUDR) และมาตรการปรับราคาคาร์บอนก่อนข้ามพรมแดนของสหภาพยุโรป (Carbon Border Adjustment Mechanism: CBAM) เพื่อหาแนวทางในการส่งเสริมความร่วมมือและการใช้ประโยชน์จากกรอบความตกลงฯ อย่างเป็นรูปธรรมต่อไป

            นอกจากนี้ ทั้งสองฝ่ายยังได้หารือเกี่ยวกับการแลกเปลี่ยนการเยือนระดับสูง และกำหนดการจัดการประชุมคณะกรรมการร่วมไทย-อียูครั้งที่ 1 ซึ่งฝ่ายอียูจะเป็นเจ้าภาพ โดยคาดว่าจะจัดในช่วงไตรมาสที่ 2 ของปี 2568 โดยมีรัฐมนตรีต่างประเทศของทั้งสองฝ่ายเป็นประธานร่วม และมีผู้แทนจากหน่วยงานต่าง ๆ ของทั้งสองฝ่ายเข้าร่วมประชุมหารือเพื่อให้มีการปฏิบัติตามกรอบความตกลง PCA อย่างมีประสิทธิผล

            Between 23-25 September 2024, DDG Somrudee Poopornanake and her delegation from the Department of European Affairs participated in a “Thailand-EU networking visit” hosted by the Royal Thai Embassy in Brussels/ Mission of Thailand to the EU. During this visit, DDG Somrudee met with her counterparts from the European External Action Service and seven other Directorates-General of the European Union (EU) in Brussels, Belgium, with the aim of deepening and expanding partnership between Thailand and the EU in all areas of cooperation, as enshrined in the Thailand-EU Comprehensive Partnership and Cooperation Agreement (PCA).  The PCA will be provisionally applied on 20 October 2024 and will help foster a strategic partnership among Thailand, the EU and its 27 Member States.

            On this occasion, both sides discussed and exchanged views on issues such as Thailand’s request on visa-free Schengen for Thai ordinary passport holders; Thailand-EU FTA; combating IUU fishing and promotion of sustainable fisheries; security issues relating to transnational crimes and cybercrime/fraud; Global Gateway project and environmental standards under European Green Deal such as Deforestation-free Products Regulation (EUDR) and Carbon Border Adjustment Mechanism (CBAM) to explore areas of cooperation and further concretise the PCA. 

            In addition, both sides discussed a high-level exchange of visit and the the first Thailand – EU Joint Committee which will be hosted by the EU and expected to be held during the second quarter of 2025. The first Joint Committee will be co-chaired by the Minister of Foreign Affairs of Thailand and the High Representative for Foreign Affairs and Security Policy of the European Union and Vice-President of the European Commission (HR/VP), and attended by representatives from relevant agencies to ensure the effective implementation of the PCA.
