การประชุมเพื่อติดตามผลการเยือนไทยของผู้แทนคณะกรรมาธิการยุโรปด้านสิ่งแวดล้อม (DG ENV) เมื่อเดือนกุมภาพันธ์ 2566 ในวันที่ 5 เมษายน 2566 ผ่านระบบการประชุมทางไกล

          เมื่อวันที่ 5 เมษายน 2566 กรมยุโรป กระทรวงการต่างประเทศ ได้จัดการประชุมผ่านระบบการประชุมทางไกลกับผู้แทนคณะกรรมาธิการยุโรปด้านสิ่งแวดล้อม (DG ENV) ของสหภาพยุโรป (อียู) เพื่อหารือและเตรียมความพร้อมรับมือกับร่างกฎหมายว่าด้วยสินค้าที่ปลอดจากการตัดไม้ทำลายป่า (Regulation on Deforestation-Free Products) ของอียู  ซึ่งอาจกระทบการส่งออกของสินค้าเกษตรหลายประเภท โดยเฉพาะยางพาราและผลิตภัณฑ์ยางซึ่งไทยมีมูลค่าส่งออกไปยังอียูที่สูงมาก

          หน่วยงานฝ่ายไทยที่เข้าร่วม ประกอบด้วย กรมยุโรป กระทรวงการต่างประเทศ กระทรวงเกษตรและสหกรณ์ กระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม กระทรวงพาณิชย์ สถานเอกอัครราชทูต ณ กรุงบรัสเซลส์ และการยางแห่งประเทศไทย ส่วนฝ่ายอียูประกอบด้วย Ms. Helge Elisabeth Zeitler ตำแหน่ง Deputy Head of Unit, Planetary Common Goods, Universal Values & Environmental Security จาก DG ENV และผู้แทนจากคณะผู้แทนสหภาพยุโรปประจำประเทศไทย

          ที่ประชุมได้เน้นการหารือความร่วมมือที่เป็นรูปธรรมเพื่อสนับสนุนภาคเอกชนไทย โดยเฉพาะเกษตรกรรายย่อยในการเตรียมความพร้อมสำหรับกฎหมายว่าด้วยสินค้าที่ปลอดจากการตัดไม้ทำลายป่า ซึ่งรวมถึงการทำการศึกษาผลกระทบของกฎหมายฯ ต่อไทย และการจัด workshop เพื่อช่วยเกษตรกรไทยในการเตรียมความพร้อมทางเทคนิคอย่างทันท่วงทีก่อนที่อียูจะเริ่มบังคับใช้กฎหมายฯ อย่างเต็มรูปแบบในช่วงปลายปี 2567

          กฎหมายว่าด้วยสินค้าที่ปลอดจากการตัดไม้ทำลายป่าจะกำหนดให้บริษัทผู้นำเข้าของอียูที่นำเข้าสินค้า 7 รายการ ได้แก่ ไม้ วัว โกโก้ กาแฟ ปาล์มน้ำมัน ถั่วเหลือง และยางพารา จะต้องจัดทำรายงาน หรือ due diligence statement เพื่อยืนยันว่าได้ตรวจสอบสินค้าเหล่านั้นว่า เป็นสินค้าที่ถูกต้องตามกฎหมายของประเทศผู้ผลิต และไม่มีส่วนเกี่ยวข้องกับการตัดไม้ทำลายป่า

          On 5 April 2023, the Department of European Affairs, Ministry of Foreign Affairs of Thailand, hosted an online meeting with representatives from the EU Directorate-General for the Environment (DG ENV) to exchange views on, and make the necessary preparations for, the EU Regulation on Deforestation-Free Products, which is expected to have an impact on a range of Thai agricultural exports, in particular rubber and its derivatives, which are high-value Thai export products to the EU.

           Thai side participants to the meeting comprised representatives from the Department of European Affairs, Ministry of Foreign Affairs of Thailand; the Ministry of Agriculture and Cooperatives; the Ministry of Natural Resources and Environment; the Ministry of Commerce; the Royal Thai Embassy in Brussels; and the Rubber Authority of Thailand. EU side participants consisted of Ms. Helge Elisabeth Zeitler, Deputy Head of Unit, Planetary Common Goods, Universal Values & Environmental Security, DG ENV, and the EU Delegation to Thailand.

          The meeting focused on promoting concrete cooperation to assist the Thai private sector, especially smallholder farmers, in making the necessary preparations for the new EU Regulation. This cooperation includes undertaking an impact study of the Regulation in Thailand and organising workshops to provide technical assistance to smallholder farmers in preparation for the Regulation’s entry into application by the end of 2024.

          Under the EU Regulation on Deforestation-Free Products, EU companies importing the 7 commodities linked to deforestation, i.e., wood, cattle, cocoa, coffee, oil palm, soya and rubber, into the EU market will be required to submit due diligence statements confirming that the commodities comply with the laws of the country of origin and are deforestation-free.
