เมื่อวันที่ 23 มีนาคม 2569 นางสาวสมฤดี พู่พรอเนก รองอธิบดี รักษาราชการอธิบดีกรมยุโรป เป็นประธานการประชุมด้านความมั่นคงและยุทธศาสตร์ระหว่างไทย – สหภาพยุโรป
ร่วมกับนายคอสมิน โดบราน ผู้อำนวยการฝ่ายสันติภาพ ความเป็นหุ้นส่วน และการจัดการวิกฤต กระทรวงการต่างประเทศสหภาพยุโรป

การประชุมดังกล่าวเป็นการหารือด้านยุทธศาสตร์และความมั่นคงครั้งแรกระหว่างไทยกับสหภาพยุโรปที่มีผู้แทนหน่วยงานทั้งพลเรือนและทหารตำรวจจากทั้งสองฝ่ายเข้าร่วม ในส่วนของไทย ได้แก่ กระทรวงกลาโหม กองบัญชาการกองทัพไทย ศูนย์ปฏิบัติการทุ่นระเบิดแห่งชาติ สำนักงานสภาความมั่นคงแห่งชาติ สำนักงานคณะกรรมการการรักษาความมั่นคงปลอดภัยไซเบอร์แห่งชาติ
สำนักข่าวกรองแห่งชาติ และศูนย์ต่อต้านการฉ้อโกงออนไลน์ (Anti Cyber Scam Centre : ACSC) สำนักงานตำรวจแห่งชาติ และในส่วนของสหภาพยุโรป ได้แก่ พลจัตวา ดานาอิล บาเยฟ ผู้อำนวยการหน่วยข่าวกรอง คณะเสนาธิการทหารสหภาพยุโรป นางเปาลา ปัมปาโลนี รองปลัดกระทรวงการต่างประเทศสหภาพยุโรปฝ่ายเอเชียและแปซิฟิก นายโจวานนี เครโมนินี รองผู้อำนวยการกองความมั่นคงทางทะเล สำนักนโยบายกลาโหม กระทรวงการต่างประเทศสหภาพุโยป และ นางลุซา ราแกร์ เอกอัครราชทูตสหภาพยุโรปประจำประเทศเข้าร่วมการหารือด้วย

ที่ประชุมได้แลกเปลี่ยนความเห็นเกี่ยวกับประเด็นความท้าทายด้านความมั่นคงระดับโลกและระดับภูมิภาค และแนวทางการขยายความร่วมมือด้านความมั่นคงร่วมกันอย่างเป็นรูปธรรมและจับต้องได้ เช่น การเก็บกู้ทุ่นระเบิดเพื่อมนุษยธรรมเพื่อส่งเสริมการดำเนินการตามอนุสัญญาห้ามทุ่นระเบิดสังหารบุคคล (“อนุสัญญาออตตาวา”) ของไทย การต่อต้านการหลอกลวงออนไลน์ ความมั่นคงทางไซเบอร์ และความมั่นคงทางทะเล โดยการประชุมครั้งนี้เป็นส่วนหนึ่งของการเยือนไทยของคณะผู้แทนด้านความมั่นคงของสหภาพยุโรป และมีส่วนสำคัญในการยกระดับความร่วมมือรอบด้านในทุกมิติ

Thailand Hosts Inaugural Thailand-European Union Security Exchange

On 23 March 2026, the Ministry of Foreign Affairs of Thailand hosted the first Thailand–European Union Security Exchange, co-chaired by Ms. Somrudee Poopornanake, Deputy Director-General and Acting Director-General of the Department of European Affairs, and Mr. Cosmin Dobran, Director for Peace, Partnerships and Crisis Management at the European External Action Service (EEAS).

This inaugural exchange marked the first high-level meeting bringing together both civilian and military representatives from Thailand and the European Union to discuss shared security priorities. The Thai delegation included representatives from key agencies such as the Ministry of Defence, the Royal Thai Armed Forces, the Thailand Mine Action Centre (TMAC), the Office of the National Security Council (NSC), the National Cyber Security Agency (NCSA), the National Intelligence Agency (NIA), and the Anti-Cyber Scams Centre (ACSC) of the Royal Thai Police.

The European Union delegation featured senior officials including Brigadier General Danail Baev, Director of Intelligence of the European Union; Ms. Paola Pampaloni, Deputy Managing Director for Asia and the Pacific Directorate; and Mr. Giovanni Cremonini, Deputy Head of the Maritime Security Division at the EEAS. H.E. Mrs. Luisa Ragher, Ambassador of the European Union to Thailand, also attended the meeting.

Both sides exchanged views on global and regional security developments and explored opportunities to strengthen practical cooperation. Priority areas identified included humanitarian demining in support of Thailand’s commitments under the Ottawa Convention, combating online scams, enhancing cybersecurity resilience, and advancing maritime security cooperation.

The Thailand–EU Security Exchange represents a significant step forward in deepening the comprehensive partnership between Thailand and the European Union, reinforcing shared commitments to peace, stability, and sustainable security cooperation.
