เมื่อวันที่ 17 กุมภาพันธ์ 2566 กระทรวงการต่างประเทศ โดยกรมยุโรปได้นำคณะผู้แทนสหภาพยุโรปประจำประเทศไทยเข้าเยี่ยมชมศูนย์ต่อต้านการฉ้อโกงออนไลน์ (Anti Cyber Scams Center: ACSC) สำนักงานตำรวจแห่งชาติ เพื่อยกระดับความร่วมมือในการป้องกันและปราบปรามอาชญากรรมออนไลน์และการฉ้อโกงข้ามพรมแดน

ในโอกาสนี้ คณะผู้แทนสหภาพยุโรปได้พบหารือกับ พล.ต.ต. พุฒิพงศ์ มุสิกูล รองผู้บัญชาการตำรวจสอบสวนกลาง และได้เยี่ยมชมการปฏิบัติงานของศูนย์ ACSC โดยเฉพาะห้องปฏิบัติการวิเคราะห์สถานการณ์ (war room) ซึ่งเป็นศูนย์กลางการติดตาม ประมวลผล และเชื่อมโยงข้อมูลแบบเรียลไทม์ เพื่อสนับสนุนการสืบสวน การระงับบัญชีอย่างทันท่วงที และการอายัดทรัพย์สินที่เกี่ยวข้องกับ
การฉ้อโกงออนไลน์ โดย ACSC ได้นำเสนอรูปแบบการดำเนินงานในลักษณะ “one-stop service” ที่บูรณาการการทำงานของหน่วยงานบังคับใช้กฎหมาย สถาบันการเงิน หน่วยงานกำกับดูแล
และภาคส่วนที่เกี่ยวข้องไว้ในจุดเดียว ทำให้สามารถรับแจ้งเหตุ วิเคราะห์ข้อมูล ดำเนินมาตรการทางการเงิน และให้ความช่วยเหลือผู้เสียหายได้อย่างรวดเร็วและครบวงจร

นอกจากนี้ ทั้งสองฝ่ายได้แลกเปลี่ยนข้อมูลเกี่ยวกับแนวโน้มและรูปแบบการกระทำความผิดของเครือข่ายอาชญากรรมออนไลน์ รวมถึงหารือแนวทางพัฒนาความร่วมมือด้านการแลกเปลี่ยนข้อมูล
การเสริมสร้างศักยภาพ และการประสานงานข้ามพรมแดน โดยการหารือดังกล่าวสะท้อนถึงความมุ่งมั่นร่วมกันของไทยและสหภาพยุโรปในการส่งเสริมหลักนิติธรรม เสริมสร้างความมั่นคงทางดิจิทัล
และคุ้มครองประชาชนจากภัยคุกคามในยุคดิจิทัล

The Ministry of Foreign Affairs Organizes Visit for the Delegation of the European Union to Thailand to the Anti-Online Scam Operation Center to Enhance Cooperation in Combating Online Scams

On 17 February 2026, the Department of European Affairs of the Ministry of Foreign Affairs organized a visit for representatives of the Delegation of the European Union to Thailand to the Anti-Online Scam Operation Center (ACSC) of the Royal Thai Police.  The visit aimed to strengthen cooperation in the prevention and suppression of online scams and transnational cybercrime.

Ms. Francesca Arato, Deputy Head of the European Commission’s Service for Foreign Policy Instruments (FPI) Regional Team, together with representatives of the EU Delegation to Thailand, met with Major General Puttipong Musikul, Deputy Commissioner of the Central Investigation Bureau.  The delegation also toured the Center’s operational facilities, including its “war room,” which serves as the central hub for real-time monitoring, data analysis, and rapid response operations.

During the visit, the ACSC presented its integrated “one-stop service” model, which consolidates law enforcement agencies, financial institutions, regulatory authorities,
and other relevant stakeholders within a single operational framework.  This approach facilitates streamlined case intake, financial tracking, prompt account suspension,
asset freezing, and comprehensive victim assistance in a timely and coordinated manner.

Both sides exchanged views on emerging trends and evolving modus operandi of online criminal networks, and explored avenues for enhanced information-sharing, capacity-building, and cross-border coordination. The discussions reaffirmed the shared commitment of Thailand and the European Union to upholding the rule of law, strengthening digital security, and safeguarding the public.
