การประชุม Political Consultations ไทย-สเปน ครั้งที่ ๕

เมื่อวันที่ ๙ มิถุนายน ๒๕๖๖ นายอสิ ม้ามณี อธิบดีกรมยุโรป เป็นประธานร่วมในการประชุม Political Consultations ไทย-สเปน ครั้งที่ ๕ ร่วมกับนายฆาบิเอร์ ซาลิโด ออร์ติซ (Mr. Javier Salido Ortiz) อธิบดีกรมอเมริกาเหนือ ยุโรปตะวันออก เอเชียและแปซิฟิก กระทรวงการต่างประเทศ สหภาพยุโรปและความร่วมมือ ราชอาณาจักรสเปน ณ กระทรวงการต่างประเทศ โดยปีนี้เป็นปีที่ครบรอบ ๑๕๓ ปี การสถาปนาความสัมพันธ์ทางการทูตระหว่างทั้งสองประเทศ โดยมีผู้แทนสถานเอกอัครราชทูต ณ กรุงมาดริด และสถานเอกอัครราชทูตสเปนประจำประเทศไทย เข้าร่วมการประชุมในครั้งนี้ด้วย

ทั้งสองฝ่ายได้ติดตามพัฒนาการของความร่วมมือไทย-สเปน และแลกเปลี่ยนข้อคิดเห็นในการกระชับความร่วมมือระหว่างกันที่เป็นรูปธรรมในหลากหลายด้าน อาทิ ด้านการค้าและการลงทุน ด้านวิทยาศาสตร์ เทคโนโลยี นวัตกรรม พลังงาน ด้านการเกษตร ด้านการศึกษา วัฒนธรรม การท่องเที่ยว และความร่วมมือด้านกงสุล โดยทั้งสองฝ่ายมุ่งมั่นที่จะส่งเสริมการแลกเปลี่ยนการเยือนระดับสูง เพื่อผลักดันความร่วมมือในทุกมิติ โดยเฉพาะด้านคมนาคม ด้านพลังงาน และด้านการบริหารจัดการน้ำ ทั้งสองประเทศยังตระหนักถึงความสัมพันธ์ทางเศรษฐกิจที่แข็งแกร่งและศักยภาพในการยกระดับความเชื่อมโยงระหว่างกัน ภายใต้โมเดลเศรษฐกิจ BCG ของไทยกับยุทธศาสตร์ Foreign Action Strategy ประจำปี ค.ศ. ๒๐๒๑-๒๐๒๔ ของสเปน

โอกาสนี้ อธิบดีกรมยุโรปได้เป็นเจ้าภาพเลี้ยงอาหารกลางวันแก่คณะผู้แทนสเปน และได้หารือเพิ่มเติม ในประเด็นระดับภูมิภาคและในระดับโลก อาทิ ความร่วมมือในกรอบอาเซียน การเจรจา FTA ไทย-สหภาพยุโรป อินโด-แปซิฟิก สถานการณ์ความขัดแย้งของรัสซีย-ยูเครน สถานการณ์ในเมียนมา ทั้งนี้ ฝ่ายสเปนได้แจ้งประเด็นที่จะให้ความสำคัญในช่วงการดำรงตำแหน่งประธานคณะมนตรีแห่งสหภาพยุโรปในช่วงเดือนกรกฎาคม-ธันวาคม ๒๕๖๖ ได้แก่ การฟื้นฟูเศรษฐกิจ ความมั่นคงทางพลังงาน การพึ่งพาตนเองอย่างมีกลยุทธ์ (strategic autonomy) และการเปลี่ยนผ่านสีเขียว (green transition)

คณะฝ่ายสเปนยังได้เข้าร่วมงาน Thailand-Spain Forum ครั้งที่ ๑ ซึ่งเป็นกลไกในการขับเคลื่อนความสัมพันธ์ในภาคเอกชนและประชาสังคมระหว่างไทยกับสเปน ผ่านการจัดการประชุมและการสัมมนาทางวิชาการ ในลักษณะ track 1.5 เป็นครั้งแรก เมื่อวันที่ ๘ มิถุนายน ๒๕๖๖ ซึ่งจัดขึ้นโดยสถาบันการต่างประเทศเทวะวงศ์วโรปการ และศูนย์ศึกษาการต่างประเทศ (ISC) ร่วมกับสถาบัน Casa Asia ของสเปน สถานเอกอัครราชทูต ณ กรุงมาดริด และสถานเอกอัครราชทูตราชอาณาจักรสเปนประจำประเทศไทย โดยทั้งสองฝ่ายได้ร่วมเสวนาเกี่ยวกับพัฒนาการในภูมิภาคอินโด-แปซิฟิก การส่งเสริมการท่องเที่ยว
และการแลกเปลี่ยนด้านภาษาและวัฒนธรรม

The 5^th Thailand-Spain Political Consultations

On 9 June 2023, Mr. Asi Mamanee, Director-General of the Department of European Affairs, co-chaired the 5^th Thailand -Spain Political Consultations with Mr. Javier Salido Ortiz, Director-General for North America, Eastern Europe, Asia and Pacific of the Ministry for Foreign Affairs, European Union and Cooperation of the Kingdom of Spain, at the Ministry of Foreign Affairs of Thailand. The meeting marked the 153^th year anniversary of the establishment of diplomatic relations between the two countries. Amongst the officials in attendance were officials from the Royal Thai Embassy in Madrid as well as the Embassy of Spain in Bangkok joining in the consultations.

Both sides shared updates of the ongoing Thai-Spanish cooperation and exchanged views on deepening practical cooperation in a range of areas such as  trade and investment, science technology innovation and energy, agriculture, education, culture, tourism and consular cooperation. Both sides committed to promote exchange of high-level visits to advance cooperation in all dimensions, especially cooperation on transportation, energy and water management. Both countries recognized the robust economic ties and the potential to leverage economic complementarities and strategic convergence between Thailand’s Bio-Circular-Green (BCG) Economy Model and Spain’s 2021-2024 Foreign Action Strategy.

Director-General Asi Mamanee later hosted Director-General Javier Salido Ortiz and the delegation a working lunch where they engaged in a wide-ranging discussion on regional and global issues such as cooperation with ASEAN, the Thai-EU FTA negotiations, Indo-Pacific issues, the situation in Ukraine and in Myanmar. The Spanish side highlighted some of the priorities under the Presidency of Spain of the Council of the European Union during July-December 2023 which included economic recovery, energy security, strategic autonomy and green transition.

On 8 June 2023, Director-General Javier Salido Ortiz and his team also participated in the inaugural session of the 1^st Thailand-Spain Forum, a track 1.5 collaboration, at the Ministry of Foreign Affairs of Thailand, which was co-organised by the International Studies Centre (ISC), in affiliation with the Devawongse Varopakarn Institute of Foreign Affairs (DVIFA) of the Ministry of Foreign Affairs of Thailand, in collaboration with Casa Asia of the Ministry of Foreign Affairs, European Union and Cooperation of the Kingdom of Spain. This Forum enabled both sides to discuss issues of common interest. This year the focus was on the developments in Indo-Pacific, tourism promotion, and strengthening the exchange of language and culture.
