ผลการเยือนสาธารณรัฐโครเอเชียของอธิบดีกรมยุโรป

เพื่อส่งเสริมความสัมพันธ์และความร่วมมือไทย-โครเอเชีย

       เมื่อวันที่ 18 - 19 กันยายน 2566 นายอสิ ม้ามณี อธิบดีกรมยุโรป ได้เดินทางเยือนกรุงซาเกร็บและเมืองดูบรอฟนิก สาธารณรัฐโครเอเชีย เพื่อแสวงหาแนวทางส่งเสริมความสัมพันธ์และกระชับความร่วมมือระหว่างไทยกับโครเอเชียให้แน่นแฟ้นยิ่งขึ้น โดยอธิบดีกรมยุโรปได้พบหารือกับ (1) นาง Dunja Sičaja อธิบดีกรมยูเรเชียและโอเชเนีย กระทรวงการต่างประเทศและกิจการยุโรปโครเอเชีย (2) นาง Marina Rožić เลขาธิการหอการค้าโครเอเชีย (3) นาง Jelka Tepšić รองนายกเทศมนตรีเมืองดูบรอฟนิก และ (4) นาย Dario Barbarić ผู้อำนวยการฝ่ายความมั่นคง การพัฒนาและการบำรุงรักษาท่าเรือและการพิทักษ์สิ่งแวดล้อม Dubrovnik Port Authority

       ทั้งสองฝ่ายได้หารือเกี่ยวกับการจัดตั้งกลไกการประชุมหารือทางการเมือง (Political Consultations) ระหว่างกระทรวงการต่างประเทศไทย-โครเอเชีย ซึ่งอยู่ระหว่างเจรจาร่างบันทึกความเข้าใจเพื่อจัดตั้งกลไกดังกล่าว โดยการประชุมหารือทางการเมืองไทย-โครเอเชียจะเป็นกลไกทวิภาคีอย่างเป็นรูปธรรมกลไกแรก ซึ่งจะช่วยผลักดันความร่วมมือระหว่างทั้งสองประเทศต่อไป

       นอกจากนี้ ฝ่ายไทยได้ขอรับการสนับสนุนจากโครเอเชียในกระบวนการเจรจาระหว่างไทยกับสหภาพยุโรปเพื่อให้ผู้ถือหนังสือเดินทางธรรมดาไทยได้รับการยกเว้นการตรวจลงตราในการเดินทางเข้าเขตเชงเกน รวมถึงการเจรจาความตกลงเขตการค้าเสรีระหว่างไทยกับสหภาพยุโรป ซึ่งไทยตั้งเป้าให้บรรลุการเจรจาภายในปี 2568 ทั้งนี้ โครเอเชียเข้าเป็นสมาชิกสหภาพยุโรปลำดับที่ 28 เมื่อวันที่ 1 กรกฎาคม 2556 และเข้าเป็นสมาชิกเขตเชงเกนและยูโรโซน เมื่อวันที่ 1 มกราคม 2566

       ในการเยือนโครเอเชียครั้งนี้ ทั้งสองฝ่ายยังได้หารือเกี่ยวกับแนวทางการส่งเสริมความร่วมมือด้านการท่องเที่ยว การเพิ่มมูลค่าการค้าไทย-โครเอเชีย และการสถาปนาความสัมพันธ์เมืองพี่เมืองน้อง โดยโครเอเชียเป็นประเทศที่มีความโดดเด่นด้านการท่องเที่ยว การพัฒนาท่าเรือสำราญ และการจัดการการท่องเที่ยวอย่างยั่งยืน ซึ่งไทยสามารถเรียนรู้และแลกเปลี่ยนประสบการณ์กับฝ่ายโครเอเชียได้

       On 18 - 19 September 2023, Mr. Asi Mamanee, Director-General of the Department of European Affairs visited Zagreb and Dubrovnik, Croatia, to foster Thai-Croatian bilateral relations and explore opportunities for cooperation between Thailand and Croatia. During his visit, Mr. Asi Mamanee had meetings with (1) Mrs. Dunja Sičaja, Director for Eurasia and Oceania of the Ministry of Foreign and European Affairs of Croatia (2) Mrs. Marina Rožić, Secretary-General of the Croatian Chamber of Economy (3) Mrs. Jelka Tepšić, Deputy Mayor of Dubrovnik and (4) Mr. Dario Barbarić, Head of Department for Security, Development, Maintenance of Port Infrastructure and Environmental Protection of Dubrovnik Port Authority.

       Both sides agreed to establish the Political Consultations mechanism between the two Ministries of Foreign Affairs while the Memorandum of Understanding (MOU) on the establishment of said mechanism is nearly finalized. The Political Consultations will be the first bilateral mechanism between Thailand and Croatia and will serve as a platform to promote closer cooperation between the two countries.

       The Thai side also requested for Croatia’s support on the negotiations on a Schengen visa waiver agreement for Thai ordinary passport holders and negotiations on the Free Trade Agreement between Thailand and the European Union, which is aimed to be concluded in 2025. Croatia became the 28^th EU member country on 1 July 2013, and joined the Schengen Area and Eurozone on 1 January 2023.

       Mr. Asi Mamanee also exchanged views with his counterparts on ways to promote tourism cooperation and to increase bilateral trade volume through establishing connection between Chambers of Commerce and private sectors, as well as to explore a possibility for an establishment of sister cities.  Croatia is known for its tourism industry, cruise port management and sustainable tourism which can be potential areas for cooperation.
