การประชุมเจ้าหน้าที่อาวุโสไทย-รัสเซีย ระหว่างการประชุมคณะกรรมาธิการร่วมว่าด้วยความร่วมมือทวิภาคี ไทย-รัสเซีย ครั้งที่ ๘

         เมื่อวันที่ ๒๖ เมษายน ๒๕๖๖ นายอสิ ม้ามณี อธิบดีกรมยุโรป และนางสาวเอคาเตรีนา เอฟกราโฟวา รองอธิบดีกรมความร่วมมือด้านเศรษฐกิจระหว่างประเทศและโครงการพิเศษ กระทรวงการพัฒนาเศรษฐกิจรัสเซีย เป็นประธานร่วมของการประชุมเจ้าหน้าที่อาวุโสไทย-รัสเซีย ระหว่างการประชุมคณะกรรมาธิการร่วมว่าด้วยความร่วมมือทวิภาคี (JC) ไทย-รัสเซีย ครั้งที่ ๘ ณ โรงแรม The Berkeley กรุงเทพมหานคร

         ทั้งสองฝ่ายได้ทบทวนความสัมพันธ์ไทย-รัสเซียที่ผ่านมานับแต่การประชุม JC ไทย-รัสเซีย ครั้งที่ ๗ เมื่อปี ๒๕๖๑ โดยเฉพาะความร่วมมือด้านการค้าและการลงทุน อุตสาหกรรม พลังงาน การใช้พลังงานนิวเคลียร์ในทางสันติ วิทยาศาสตร์ เทคโนโลยีและนวัตกรรม การเกษตรและการประมง การศึกษา วัฒนธรรม และกีฬา คมนาคม การท่องเที่ยว สิ่งแวดล้อม การรับมือการเปลี่ยนแปลงสภาพภูมิอากาศ สาธารณสุข และการคุ้มครองผู้บริโภค

         ที่ประชุมยังได้เจรจาร่างเอกสารผลลัพธ์การประชุม (Agreed Minutes) ของการประชุม JC ไทย-รัสเซีย ครั้งที่ ๘ และจะเสนอร่างเอกสารดังกล่าวให้ที่ประชุมเต็มคณะของ JC ไทย-รัสเซีย ครั้งที่ ๘ รับรองในวันที่ ๒๗ เมษายน ๒๕๖๖ โดยเอกสารดังกล่าวจะช่วยกำหนดทิศทางความร่วมมือไทย-รัสเซียในอนาคตต่อไป

Senior Officials’ Meeting (SOM) of the 8th Session of the Joint Thai-Russian Commission on Bilateral Cooperation

           On 26 April 2023, Mr. Asi Mamanee, Director-General of the Department of European Affairs of the Ministry of Foreign Affairs of the Kingdom of Thailand and Ms. Ekaterina Evgrafova, Deputy Director of the Department of Multilateral Economic Cooperation and Special Projects, Ministry of Economic Development of the Russian Federation, co-chaired the Senior Officials’ Meeting (SOM) of the 8th Session of the Joint Thai-Russian Commission (JC) on Bilateral Cooperation at the Berkeley Hotel in Bangkok.

          The delegations reviewed Thailand-Russia relations and the progress achieved since the 7th Session of the Commission in 2018, with an emphasis on cooperation in the following key areas: trade/investment; industrial development; energy; peaceful use of atomic energy; science, technology, and innovation (STI); agriculture and fisheries; education, culture, and sports; transport; tourism; environment; climate action; healthcare; and consumer protection.

            Both sides also negotiated the Agreed Minutes of the JC and will present the document for its adoption by the JC Plenary on 27 April 2023. The Agreed Minutes is the key outcome document which will establish the framework for Thai-Russian cooperation into the future.
