         เมื่อวันที่ ๒ กรกฎาคม ๒๕๖๔ นางจุฬามณี ชาติสุวรรณ อธิบดีกรมยุโรป เป็นประธานในการประชุม Political Consultations ไทย-ตุรกี ครั้งที่ ๕ ผ่านระบบการประชุมทางไกล ร่วมกับ นางเอสรา จานโครู (Esra Cankorur) เอกอัครราชทูตและอธิบดีกรมเอเชีย-แปซิฟิก กระทรวงการต่างประเทศสาธารณรัฐตุรกี โดยมีผู้แทนกรมความร่วมมือระหว่างประเทศ กระทรวงการต่างประเทศ กรมเจรจาการค้าระหว่างประเทศ กระทรวงพาณิชย์ สถานเอกอัครราชทูตไทย ณ กรุงอังการา กระทรวงการค้าสาธารณรัฐตุรกี และสถานเอกอัครราชทูตสาธารณรัฐตุรกีประจำประเทศไทยเข้าร่วมด้วย

          ทั้งสองฝ่ายได้หารือแนวทางการส่งเสริมและขยายความสัมพันธ์และความร่วมมือระหว่างกันอย่างรอบด้าน และเป็นผลประโยชน์ร่วมกันในสาขาต่างๆ เช่น การพิจารณาจัดตั้งกลไกหารือด้านความมั่นคง การผลักดันการเจรจาความตกลงการค้าเสรีไทย-ตุรกีเพื่อให้มูลค่าการค้าสองฝ่ายเพิ่มเป็น ๒ พันล้านดอลลาร์สหรัฐ การส่งเสริมการค้าการลงทุนระหว่างกัน โดยไทยเชิญชวนให้นักธุรกิจตุรกีลงทุนในเขตพัฒนาพิเศษภาคตะวันออก (EEC) การให้ความสำคัญกับความร่วมมือด้านวิทยาศาสตร์ เทคโนโลยีและนวัตกรรม รวมทั้งด้านสตาร์ทอัพและอวกาศ ตลอดจนการขยายความร่วมมือเพื่อการพัฒนาในระดับทวิภาคีและในประเทศที่สาม และการให้ทุนการศึกษาระหว่างกัน เป็นต้น นอกจากนั้น ทั้งสองฝ่ายได้แลกเปลี่ยนข้อมูลและข้อคิดเห็นเกี่ยวกับประเด็นภูมิภาคและพหุภาคีที่มีความสนใจร่วมกันด้วย  

          การประชุม Political Consultations เป็นหนึ่งในกลไกสำคัญในการส่งเสริม ติดตามและขับเคลื่อนความร่วมมือระหว่างสองประเทศ โดยได้จัดการประชุม Political Consultations ครั้งที่ ๑ เมื่อปี ๒๕๔๓ ที่กรุงเทพฯ และครั้งที่ ๔ เมื่อปี ๒๕๖๐ ที่กรุงอังการา ทั้งนี้ กรอบการประชุมฯ ดังกล่าว จัดตั้งขึ้นตามความตกลงที่ทั้งสองฝ่ายได้ลงนามเมื่อปี ๒๕๔๒

 

The 5th Thailand-Turkey Political Consultations

          On 2 July 2021, Mrs. Chulamanee Chartsuwan, Director-General of the Department of European Affairs, co-chaired the 5th Thailand-Turkey Political Consultations with Ms. Esra Cankorur, Ambassador and Director-General of the Department of Asia-Pacific Affairs, Ministry of Foreign Affairs of the Republic of Turkey via video conference. This virtual meeting was also attended by representatives from the Thailand International Cooperation Agency (TICA), Ministry of Foreign Affairs of Thailand, Department of Trade Negotiations,  Ministry of Commerce of Thailand, Royal Thai Embassy in Ankara, Ministry of Trade of the Republic of Turkey and Embassy of the Republic of Turkey in Bangkok.

          Both sides discussed ways and means to expand cooperation in areas of common interest, including possibility of setting up a mechanism for a security dialogue, expedition of Thailand-Turkey FTA negotiations in order to achieve a bilateral trade target of 2 billion USD, and promotion of trade and investment between the two countries. In this regard, the Turkish side was encouraged to consider investing in Thailand’s Eastern Economic Corridor (EEC). The two sides also showed keen interest in fostering cooperation on science, technology and innovation, particularly on exchange of information and best practices regarding startup and space development. Thailand’s International Cooperation Agency (TICA) and Turkish Cooperation and Coordination Agency (TİKA) also agreed to further strengthen bilateral and trilateral development cooperation. Both sides also exchanged views and information on their respective regions.

          The Political Consultations is one of the important mechanisms between the two Ministries of Foreign Affairs to advance bilateral relations and cooperation. The 1st Political Consultations was held in Bangkok in 2000 and the 4th Consultations was organized in Ankara in 2017. The Political Consultations was established in accordance with the Agreement signed in 1999.
