เมื่อวันที่ 28 กันยายน 2569 นางสมฤดี พู่พรอเนก อธิบดีกรมยุโรป เป็นประธานการประชุมด้านความมั่นคงระหว่างไทยกับสหภาพยุโรป (Thailand – European Union Exchange on Security Matters) ร่วมกับนายดอมินิก พอร์เตอร์ ตำแหน่ง Deputy Managing Director of Asia and the Pacific กระทรวงการต่างประเทศสหภาพยุโรป ณ กระทรวงการต่างประเทศ โดยมีนางลุยซา ราแกร์ เอกอัครราชทูตสหภาพยุโรป ประจำประเทศไทย และคณะ รวมถึงผู้แทนหน่วยงานด้านความมั่นคงของไทย ได้แก่ กระทรวงกลาโหม กองบัญชาการกองทัพไทย ทหารบก ทหารเรือ ทหารอากาศ สำนักงานสภาความมั่นคงแห่งชาติ สำนักงานคณะกรรมการการรักษาความมั่นคงปลอดภัยไซเบอร์แห่งชาติ สำนักข่าวกรองแห่งชาติ ศูนย์ต่อต้านการฉ้อโกงออนไลน์ (ACSC) สำนักงานป้องกัน
และปราบปรามการฟอกเงิน (ปปง.) เข้าร่วมด้วย

ฝ่ายสหภาพยุโรปได้แสดงความเสียใจต่อเหตุการณ์อุทกภัยที่กำลังเกิดขึ้นในประเทศไทย พร้อมทั้งแสดงความห่วงใยต่อผลกระทบที่เกิดขึ้น จากนั้น ที่ประชุมได้แลกเปลี่ยนความเห็นเกี่ยวกับประเด็นด้านความท้าทายในด้านภูมิรัฐศาสตร์ของโลกในปัจจุบัน ทั้งในระดับภูมิภาคเอเชียตะวันออกเฉียงใต้และระดับโลก และได้แลกเปลี่ยนเกี่ยวกับความเป็นไปได้ในการร่วมมือด้านความมั่นคงสาขาต่าง ๆ อาทิ ความมั่นคงทางทะเล เสรีภาพในการเดินเรือ ความมั่นคงปลอดภัยทางไซเบอร์ ภัยคุกคามผสม (hybrid threats) การต่อต้านการฉ้อโกงออนไลน์ (online scam) ตลอดจนความร่วมมือด้านความมั่นคงภายใต้กรอบอาเซียนและระดับภูมิภาคอื่น ๆ โดยทั้งสองฝ่ายได้เล็งเห็นถึงความสำคัญในการขยายความร่วมมือสำหรับในประเด็นดังกล่าวเพื่อรับมือกับความท้าทายด้านความมั่นคงอย่างรอบด้าน

การประชุมครั้งนี้เป็นการต่อยอดการประชุมด้านความมั่นคงระหว่างทั้งสองฝ่ายสืบเนื่องจากการประชุมครั้งที่ 1 เมื่อเดือนมีนาคม 2569 โดยการประชุมครั้งนี้เป็นองค์ประกอบสำคัญของการประชุมคณะกรรมการร่วมไทย - สหภาพยุโรป (Thailand – European Union Joint Committee) ซึ่งถือเป็นส่วนสำคัญของความสัมพันธ์ การประชุมครั้งนี้จึงเป็นพัฒนาการเชิงบวกด้านความมั่นคงระหว่างสองฝ่าย ทั้งนี้ ฝ่ายไทยได้มอบเอกสาร ๒ ฉบับ ได้แก่ เอกสารข้อเสนอจัดตั้ง Thailand - Europe Union Security and Defence Dialogue (SDD) ซึ่งเป็นกลไกระดับนโยบาย/ยุทธศาสตร์ระหว่างไทยกับสหภาพยุโรป และเอกสารข้อเสนอความร่วมมือด้านความมั่นคงและการป้องกันประเทศระหว่างไทยกับอียู (Consolidated Proposal for Thailand – EU Cooperation on Security and Defence) เพื่อนำเสนอมุมมองและความต้องการของฝ่ายไทยและเป็นพื้นฐานของการหารือกับฝ่ายสหภาพยุโรปต่อไป

Director-General of the Department of European Affairs co-chairs the Thailand–European Union Security Dialogue with the Deputy Managing Director for Asia and the Pacific of the European External Action Service.

On 28 September 2026, Ms. Somrudee Poopornanek, Director-General of the Department of European Affairs, co-chaired the Thailand–European Union Exchange on Security Matters with Mr. Dominic Porter, Deputy Managing Director for Asia and the Pacific, European External Action Service (EEAS), at the Ministry of Foreign Affairs. H.E. Ms. Luisa Ragher, Ambassador of the European Union to Thailand, and delegation, as well as representatives of Thai security-related agencies, including the Ministry of Defence, Royal Thai Armed Forces Headquarters, Royal Thai Army, Royal Thai Navy, Royal Thai Air Force, Office of the National Security Council, National Cyber Security Agency, National Intelligence Agency, Anti-Scam and Cybercrime Coordination Centre (ACSC), and Anti-Money Laundering Office (AMLO), also attended the meeting.

The EU side expressed its condolences regarding the ongoing floods in Thailand and concern over their impacts. The two sides exchanged views on current geopolitical challenges at both the regional level, particularly in Southeast Asia, and the global level. They also discussed security cooperation in areas including maritime security, freedom of navigation, cybersecurity, hybrid threats, and efforts to combat online scams, as well as security cooperation under the ASEAN framework and other regional mechanisms. Both sides underscored the importance of further expanding cooperation in these areas in order to address security challenges in a comprehensive manner.

The meeting followed the first Thailand–EU security meeting held in March 2026. The Thailand–EU security dialogue constitutes an important component of the Thailand–European Union Joint
Committee, which serves as an important mechanism in advancing bilateral relations. The meeting therefore marked a positive development in Thailand–EU security cooperation. During the meeting, the Thai side presented two documents: a proposal for the establishment of the Thailand–European Union Security and Defence Dialogue (SDD), as a policy- and strategic-level mechanism between Thailand and the European Union; and the Consolidated Proposal for Thailand–EU Cooperation on Security and Defence. The documents aim to present Thailand’s perspectives and priorities and serve as a basis for further discussions with the EU side.
