เมื่อวันที่ 23 มีนาคม 2569 นายสีหศักดิ์ พวงเกตุแก้ว รัฐมนตรีว่าการกระทรวงการต่างประเทศ ให้การต้อนรับนางเปาลา ปัมปาโลนี รองปลัดกระทรวงการต่างประเทศสหภาพยุโรปฝ่ายเอเชียและแปซิฟิก พลจัตวา ดานาอิล บาเยฟ ผู้อำนวยการหน่วยข่าวกรอง คณะเสนาธิการทหารสหภาพยุโรป และนายคอสมิน โดบราน ผู้อำนวยการฝ่ายสันติภาพ ความเป็นหุ้นส่วน และการจัดการวิกฤต
พร้อมด้วยนางลุยซา ราแกร์ เอกอัครราชทูตสหภาพยุโรปประจำประเทศไทย และคณะผู้แทนความมั่นคงของกระทรวงการต่างประเทศสหภาพยุโรปในโอกาสเยือนไทย โดยมีผู้แทนระดับสูงด้าน
ความมั่นคงของไทย ทั้งจากกระทรวงกลาโหม สำนักงานตำรวจแห่งชาติ สำนักงานสภาความมั่นคงแห่งชาติ สำนักงานคณะกรรมการการรักษาความมั่นคงปลอดภัยไซเบอร์แห่งชาติ
และสำนักข่าวกรองแห่งชาติเข้าร่วมด้วย

ทั้งสองฝ่ายได้แลกเปลี่ยนความเห็นเกี่ยวกับประเด็นความท้าทายด้านความมั่นคงระดับโลกและระดับภูมิภาค และการเสริมสร้างความเป็นหุ้นส่วนด้านความมั่นคงระหว่างไทยกับสหภาพยุโรป
เพื่อรับมือกับความท้าทายทางภูมิศาสตร์ร่วมกัน ในโอกาสนี้ ทั้งสองฝ่ายได้หารือเกี่ยวกับสถานการณ์ตามแนวชายแดนไทย-กัมพูชาด้วย

อนึ่ง การเยือนไทยครั้งนี้เป็นการเยือนไทยครั้งแรกของผู้บริหารจากสหภาพยุโรปที่ประกอบด้วยทั้งฝ่ายพลเรือนและทหาร โดยมีวัตถุประสงค์เพื่อขยายความร่วมมือด้านความมั่นคงและยุทธศาสตร์กับไทยซึ่งมีพลวัตเพิ่มสูงขึ้นอย่างรวดเร็ว ในโอกาสนี้ กระทรวงการต่างประเทศได้ประสานงานให้คณะผู้แทนของสหภาพยุโรปได้พบหารือทวิภาคีกับปลัดกระทรวงกลาโหมและรองเลขาธิการสภาความมั่นคง
แห่งชาติ และศึกษาดูงานและร่วมหารือเรื่องความร่วมมือด้านการต่อต้านหลอกลวงโกงออนไลน์กับสำนักงานตำรวจแห่งชาติด้วย ตลอดจนเข้าร่วมการประชุมด้านความมั่นคงและยุทธศาสตร์ระหว่างไทย – สหภาพยุโรปร่วมกับหน่วยงานความมั่นคงของไทยที่กระทรวงการต่างประเทศด้วย

Foreign Minister Meets European Union Security Delegation

On 23 March 2026, H.E. Mr. Sihasak Phuangketkeow, Minister of Foreign Affairs of Thailand, received a high-level security delegation from the European External Action Service (EEAS). The delegation comprised Mrs. Paola Pampaloni, Deputy Managing Director for Asia and the Pacific; Brigadier General Danail Baev, Director of Intelligence of the European Union Military Staff; and Mr. Cosmin Dobran, Director for Peace, Partnerships and Crisis Management.

They were joined by H.E. Mrs. Luisa Ragher, Ambassador of the European Union to Thailand, as well as senior representatives from key Thai security agencies,
including the Ministry of Defence, the Royal Thai Police, the National Security Council, the National Cyber Security Agency (NCSA), and the National Intelligence Agency.

During the meeting, both sides exchanged views on global and regional security developments and explored ways to further strengthen the Thailand–EU security partnership, with a view to jointly addressing evolving geopolitical challenges. Discussions also covered the situation along the Thai–Cambodian border.

This visit marked the first joint mission to Thailand by high-level civilian and military representatives of the European Union, underscoring the growing momentum of Thailand–EU security and strategic cooperation.

On this occasion, the Ministry of Foreign Affairs also facilitated a series of engagements for the delegation, including bilateral meetings with the Permanent Secretary of Defence and the Deputy Secretary-General of the National Security Council. The delegation additionally visited the Anti Cyber Scam Center of the Royal Thai Police to advance cooperation in combating online scams, and participated in the Thailand–EU Security Exchange held at the Ministry of Foreign Affairs with key Thai security agencies.
