เมื่อวันที่ 10 กรกฎาคม 2569 นายศรัณย์ เจริญสุวรรณ ผู้ช่วยรัฐมนตรีประจำกระทรวงการต่างประเทศ ได้กล่าวเปิดการเสวนาภาครัฐ–เอกชน ในหัวข้อ “From Europe to Thailand: Best Practices and Partnerships for Sustainable Packaging Solutions” ซึ่งจัดขึ้น ณ กระทรวงการต่างประเทศ โดยมีนายวีระพงษ์ ประภา ผู้แทนการค้าไทย นางสาวสมฤดี พู่พรอเนก อธิบดีกรมยุโรป และนางสาว Renita Baskha หัวหน้าฝ่ายการค้าและเศรษฐกิจของคณะผู้แทนสหภาพยุโรปประจำประเทศไทย เข้าร่วม

การเสวนาครั้งนี้มีวัตถุประสงค์เพื่อเสริมสร้างความพร้อมของภาครัฐและภาคเอกชนไทยในการปรับตัวให้สอดคล้องกับมาตรการด้านเศรษฐกิจหมุนเวียนของสหภาพยุโรป โดยเฉพาะกฎระเบียบว่าด้วยบรรจุภัณฑ์และของเสียจากบรรจุภัณฑ์ (Packaging and Packaging Waste Regulation: PPWR) ซึ่งมีกำหนดมีผลบังคับใช้ในวันที่ 12 สิงหาคม 2569 

โดยนายศรัณย์ เจริญสุวรรณ ผู้ช่วยรัฐมนตรีประจำกระทรวงการต่างประเทศได้ย้ำว่าแม้กฎระเบียบใหม่นี้จะกำหนดความท้าทายแก่ภาคธุรกิจที่เกี่ยวข้อง แต่ถือเป็นการเพิ่มขีดความสามารถในการแข่งขันเพื่อโอกาสในการเข้าถึงตลาดโลก เคลื่อนประเทศไทยสู่เศรษฐกิจหมุนเวียน และแสดงความพร้อมในการเป็นพันธมิตรที่ดีที่ได้รับความไว้วางใจในห่วงโซ่มูลค่าระดับโลก (Global Value Chains: GVC) นอกจากนี้ ยังเน้นย้ำว่าการปรับตัวให้สอดคล้องกับมาตรฐาน PPWR นี้จะช่วยยกระดับภาคการผลิตและการส่งออกที่ยั่งยืนของไทย ซึ่งสะท้อนถึงความพร้อมของไทยในการเข้าเป็นสมาชิก OECD ตลอดจนความมุ่งมั่นสู่เป้าหมาย Net Zero ภายในปี ค.ศ. 2050 อีกด้วย ทั้งนี้ กระทรวงการต่างประเทศมุ่งมั่นสนับสนุนภาคเอกชนและอุตสาหกรรมไทยให้มี

การเสวนาดังกล่าวเป็นเวทีแลกเปลี่ยนความคิดเห็น แบ่งปันแนวปฏิบัติที่ดี และหารือแนวทางความร่วมมือในการพัฒนาโซลูชันด้านบรรจุภัณฑ์ที่ยั่งยืน โดยมีผู้แทนจากภาคธุรกิจและอุตสาหกรรม ได้แก่ บริษัท เอสซีจี เคมิคอลส์ จำกัด (SCG Chemicals) บริษัท แดนอน สเปเชียลไลซ์ด นิวทริชั่น (Danone Specialized Nutrition) บริษัท เจริญโภคภัณฑ์อาหาร จำกัด (มหาชน) (CPF) และสถาบันพลาสติก ร่วมแบ่งปันประสบการณ์และแนวทางปฏิบัติในการส่งเสริมบรรจุภัณฑ์ที่ยั่งยืน เพิ่มประสิทธิภาพการใช้ทรัพยากร และเตรียมความพร้อมของภาคธุรกิจไทยต่อมาตรฐานด้านความยั่งยืนที่เปลี่ยนแปลงไปในระดับโลก

การประชุมครั้งนี้สะท้อนถึงความมุ่งมั่นของรัฐบาลไทยในการทำงานร่วมกับสหภาพยุโรปและภาคเอกชน เพื่อส่งเสริมเศรษฐกิจที่ยั่งยืนและมีขีดความสามารถในการแข่งขัน พร้อมทั้งสนับสนุนให้ภาคธุรกิจไทยสามารถปรับตัวและปฏิบัติตามข้อกำหนดด้านสิ่งแวดล้อมระหว่างประเทศที่มีความสำคัญมากขึ้นในอนาคต

Vice Minister for Foreign Affairs reaffirms commitment to supporting Thai businesses in preparing for the EU’s Packaging and Packaging Waste Regulation (PPWR) at Public–Private Forum on Circular Economy.

On 10 July 2026, Mr. Sarun Charoensuwan, Vice Minister for Foreign Affairs, delivered opening remarks at the public–private forum titled “From Europe to Thailand: Best Practices and Partnerships for Sustainable Packaging Solutions”, held at the Ministry of Foreign Affairs. The event was also attended by Mr. Werapong Prapha, Thai Trade Representative, Ms. Somrudee Poopornanake, Director-General of the Department of European Affairs, and Ms. Renita Bhaskar, Minister Counsellor and Head of Trade and Economic Affairs of the Delegation of the European Union to Thailand.

The forum aimed to strengthen the readiness of Thailand’s public and private sectors in adapting to the European Union’s circular economy policies, particularly the Packaging and Packaging Waste Regulation (PPWR), which is expected to enter into force on 12 August 2026.

During his opening remarks, Mr. Sarun Charoensuwan, Vice Minister for Foreign Affairs, noted that while the new regulations may present challenges for relevant business sectors, they also provide opportunities to enhance competitiveness and access global markets. He emphasized that this transition will support Thailand’s move toward a circular economy and strengthen its position as a trusted, high-value partner in global value chains.  The Ministry of Foreign Affairs remains committed to supporting Thai businesses and industries in preparing for and complying with this new EU regulation.

He further highlighted that aligning with PPWR standards will help advance Thailand’s sustainable manufacturing and export sectors, while reflecting Thailand’s readiness for OECD accession and its commitment to achieving Net Zero greenhouse gas emissions by 2050.

The event provided a platform for stakeholders to exchange views, share best practices, and explore opportunities for cooperation on sustainable packaging solutions. Representatives from leading companies and industry organisations, including SCG Chemicals, Danone Specialized Nutrition, CPF, and the Plastics Institute, shared their experiences and practical approaches in advancing sustainable packaging, improving resource efficiency, and preparing businesses for evolving global sustainability standards.

The forum reflected Thailand’s commitment to working closely with European partners and the private sector to promote a more sustainable and competitive economy, while ensuring that Thai businesses are well prepared to meet emerging international environmental requirements.
