คณะผู้แทนไทยเข้าร่วมการประชุม OSCE Asian Conference ประจำปี 2568

เมื่อวันที่ 11–12 พ.ย. 2568 นางสาวภัทรัตน์ หงษ์ทอง เอกอัครราชทูต ณ กรุงเวียนนา และหัวหน้าคณะผู้แทนไทยประจำองค์การว่าด้วยความมั่นคงและความร่วมมือในยุโรป (Organization for Security and Co-operation in Europe: OSCE) พร้อมด้วยคณะผู้แทนไทย เข้าร่วมการประชุม OSCE Asian Conference ประจำปี 2568 ณ กรุงเวียนนา สาธารณรัฐออสเตรีย โดยมีผู้แทนจากประเทศสมาชิก OSCE 57 ประเทศ และประเทศหุ้นส่วนเพื่อการพัฒนาฝ่ายเอเชีย 5 ประเทศเข้าร่วม

OSCE Asian Conference เป็นการประชุมประจำปีเพื่อส่งเสริมความร่วมมือ แลกเปลี่ยนองค์ความรู้ ประสบการณ์และแนวปฏิบัติที่เป็นเลิศระหว่าง OSCE กับประเทศหุ้นส่วนฯ ฝ่ายเอเชีย ปีนี้จัดขึ้นภายใต้การเป็นประธานร่วมของสาธารณรัฐเกาหลีและสาธารณรัฐมอลตา ในหัวข้อ “Strengthening International Peace and Security based on the Close Interconnection between Europe and Asia” โดยที่ประชุมเน้นการแลกเปลี่ยนมุมมองและแนวทางส่งเสริมความร่วมมือเพื่อรับมือกับความท้าทายร่วมสมัย อาทิ ผลกระทบที่เกิดจากความก้าวหน้าทางเทคโนโลยีดิจิทัล ความมั่นคงทางไซเบอร์ ความมั่นคงของห่วงโซ่อุปทาน ความมั่นคงทางทะเล และการสนับสนุนบทบาทของเยาวชนในการสร้างสันติภาพ ตามแนวทางการทูตเชิงป้องกันซึ่งเป็นแนวความคิดหลักของกรอบ OSCE

เอกอัครราชทูตฯ กล่าวถ้อยแถลงโดยเน้นย้ำว่า การธำรงไว้ซึ่งสันติภาพและความมั่นคงในโลกปัจจุบันไม่สามารถเกิดขึ้นได้โดยลำพังของภูมิภาคใดภูมิภาคหนึ่ง พร้อมชี้ให้เห็นถึงความเชื่อมโยงที่แนบแน่นระหว่างยุโรปและเอเชีย ซึ่งมีผลประโยชน์และความรับผิดชอบร่วมกันในการสร้างเสถียรภาพ ความสามารถในการปรับตัว และความมั่นคงของมนุษย์ นอกจากนี้ ยังได้ยกตัวอย่างแนวปฏิบัติที่ดีของไทยในการสร้างสภาพแวดล้อมที่นำไปสู่ความมั่นคงในสังคมในมิติต่าง ๆ เช่น การกำหนดให้การต่อต้านอาชญากรรมออนไลน์เป็นวาระแห่งชาติ การขยับเป้าหมายลดก๊าซเรือนกระจกของไทยให้บรรลุความเป็นกลางทางคาร์บอนภายในปี 2593 และพัฒนาการด้านสิทธิมนุษยชน โดยเฉพาะพระราชบัญญัติสมรสเท่าเทียม

นอกจากนี้ สำนักงานคณะกรรมการการรักษาความมั่นคงปลอดภัยไซเบอร์แห่งชาติ (สกมช.) ยังได้สนับสนุนการเข้าร่วมการประชุมฯ ของคณะผู้แทนไทย โดยมอบหมายให้พันตำรวจโท นรินทร์ เพชรทอง    ผู้เชี่ยวชาญพิเศษ สำนักประสานงาน รักษาการผู้อำนวยการสำนักบริหารโครงสร้างพื้นฐานสำคัญทางสารสนเทศ สกมช. นำเสนอแนวทางของประเทศไทยในการเสริมสร้างความยืดหยุ่นในการปรับตัวทางไซเบอร์ (Cyber Resilience) ซึ่งรวมถึงความร่วมมือระหว่างภาครัฐและเอกชน และการพัฒนาศักยภาพการรับมือภัยคุกคามทางไซเบอร์ขององค์กรผ่านความร่วมมือกับนานาประเทศ

ทั้งนี้ ไทยพร้อมสานต่อความร่วมมือกับ OSCE ด้วยการเป็นประธานและเจ้าภาพการประชุม OSCE Asian Conference ประจำปี 2569 ร่วมกับประเทศฟินแลนด์ ในฐานะสะพานเชื่อมระหว่างยุโรปและเอเชีย รวมถึงอาเซียน เพื่อขับเคลื่อนเป้าหมายร่วมด้านสันติภาพและความมั่นคงอย่างต่อเนื่องต่อไป

Thai delegation participated in the 2025 OSCE Asian Conference

On 11–12 November 2025, Her Excellency Ms. Pattarat Hongtong, Ambassador of Thailand to Austria and Head of the Thai Delegation to the Organization for Security and Co-operation in Europe (OSCE), together with the Thai delegation, participated in the 2025 OSCE Asian Conference in Vienna, Austria. The conference brought together representatives from all 57 OSCE participating States and the five Asian Partners for Co-operation.

The OSCE Asian Conference serves as an annual platform for promoting cooperation and facilitating the exchange of knowledge, experiences, and best practices between the OSCE and its Asian Partners for Co-operation. Co-chaired by the Republic of Korea and Malta under the theme “Strengthening International Peace and Security Based on the Close Interconnection Between Europe and Asia,” the conference centered on discussions and perspectives aimed at enhancing collaboration in addressing contemporary global challenges. These included the impacts of rapid digitalization, cybersecurity, supply chain security, maritime security, and the role of youth in peacebuilding. The key topics discussed align closely with the principles of Preventive Diplomacy, a core pillar of the OSCE framework.

The Ambassador underscored that the preservation of peace and security in today’s world is a shared responsibility of all parties, while also highlighting the deep interconnections between Europe and Asia. She noted that both regions possess common interests and obligations in promoting stability, resilience, and human security.  The Ambassador further referenced several of Thailand’s best practices in fostering an environment conducive to security in various dimensions, including the designation of the fight against online scams as a National Agenda, the establishment of national greenhouse gas reduction targets and the goal of achieving carbon neutrality by 2050,     as well as the enactment of the Marriage Equality Act, which reflects the country’s progress in advancing human rights.

The National Cyber Security Committee Office (NCSA) supported the Thai delegation’s participation in the conference by assigning Police Lieutenant Colonel Narin Phetthong, Special Expert, Coordination Office, and Acting Director of the Critical Information Infrastructure Bureau, NCSA, to serve as a speaker. He presented Thailand’s approach to enhancing cyber resilience, emphasizing public–private cooperation and the strengthening of organizational capacities to counter cyber threats through international collaboration.

Thailand reaffirms its readiness to further deepen cooperation with the OSCE by serving as co-chair, alongside Finland, and by hosting the 2026 OSCE Asian Conference.      In this role, Thailand seeks to strengthen its function as a bridge between Europe and ASEAN, fostering dialogue, mutual understanding, and practical collaboration. Through these efforts, Thailand remains committed to advancing the shared objectives of international peace, stability, and sustainable security.
