เมื่อวันที่ 22 กรกฎาคม 2569 นางสาววรมน สินสุวรรณ ผู้อำนวยการกองสหภาพยุโรป กรมยุโรป ร่วมเสวนาหัวข้อ “เมื่อโลกเปลี่ยน ธุรกิจต้องปรับ: ความยั่งยืนกับโอกาสใหม่ของผู้ประกอบการไทย” โดยมี นายชลัช รัตนบุญนิธิ กรรมการผู้จัดการ EXIM BANK ร่วมกล่าวเปิด และมีรองกรรมการผู้จัดการ EXIM BANK ฝ่ายวิจัยและความยั่งยืน และผู้บริหารบรรจุภัณฑ์ Gracz เข้าร่วมเสวนาด้วย ณ ธนาคารเพื่อการส่งออกและนำเข้าแห่งประเทศไทย (EXIM Bank)

ในโอกาสนี้ ผู้อำนวยการกองสหภาพยุโรปได้เน้นย้ำบทบาทภาครัฐทุกภาคส่วนที่เกี่ยวข้อง เช่น กระทรวงอุตสาหกรรม กระทรวงพาณิชย์ กระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม ฯลฯ ที่ช่วยกันเตรียมความพร้อมให้แก่ภาคเอกชนและผู้ประกอบการไทยมาอย่างต่อเนื่อง โดยในระหว่างที่สำนักงานสภาพัฒนาการเศรษฐกิจและสังคมแห่งชาติ (สศช.) อยู่ระหว่างการศึกษาเพื่อให้ข้อเสนอแนะว่า หน่วยงานใดของภาครัฐควรเป็นหน่วยงานหลัก หรือ National Focal Point สำหรับกฎระเบียบ Packaging and Packaging Waste Regulation (PPWR) ของสหภาพยุโรป นั้น กรมยุโรป
กระทรวงการต่างประเทศได้มีบทบาทสำคัญในฐานะผู้ประสานความร่วมมือหลักระหว่างสหภาพยุโรป ภาครัฐ และภาคเอกชนในการช่วยเหลือผู้ประกอบการให้สามารถปรับตัวได้ทันต่อกฎระเบียบ PPWR

โดยในช่วงเวลาที่ผ่านมา กรมยุโรปได้ทำงานร่วมกับ สอท. ณ กรุงบรัสเซลส์ ศูนย์เทคโนโลยีโลหะและวัสดุแห่งชาติ (MTEC) สภาหอการค้าไทย สภาอุตสาหกรรมแห่งประเทศไทย และ Krungsri Research ในการเสริมสร้างความตระหนักรู้และพัฒนาศักยภาพของผู้ประกอบการไทยเพื่อให้รักษาตลาดและ competitiveness ในอียูต่อไปได้

นอกจากนี้ ผู้อำนวยการกองสหภาพยุโรปได้เน้นว่า PPWR เป็นกฎระเบียบที่สำคัญในการขับเคลื่อนเศรษฐกิจหมุนเวียน (Circular Economy) โดยจะมีผลเริ่มบังคับใช้ตั้งแต่ 12 ส.ค. 69 เป็นต้นไป
โดยปัจจุบันอียูยังอยู่ระหว่างการยกร่างกฎหมายลำดับรอง ที่จะทำให้รายละเอียดของกำหนดชัดเจนมากขึ้น เช่น Design for Recycling และ SOC (Sunstance of Concern) เป็นต้น

Department of European Affairs, joined the Seminar titled "As the World Changes, Businesses Must Adapt: Sustainability and New Opportunities for Thai Businesses" at EXIM Bank

On July 22, 2026, Dr. Woramon Sinsuwan, Director of the European Union Division, Department of European Affairs, participated in a panel discussion titled "As the World Changes, Businesses Must Adapt: Sustainability and New Opportunities for Thai Businesses," organized by the Export-Import Bank of Thailand (EXIM Bank). The opening remarks were deliverd by the Managing Director of EXIM Bank. Alongside the director of the European Union Division, the discussion panel was also joined by the EXIM Bank's Senior Executive Vice President of Research and Sustainability and an executive from Gracz.

During the panel discussion, the Director of the European Union Division highlighted the important role of relevant government agencies, including the Ministry of Industry, the Ministry of Commerce, and the Ministry of Natural Resources and Environment, in supporting Thai businesses and entrepreneurs in preparing for compliance with the European Union's Packaging and Packaging Waste Regulation (PPWR). She emphasized that these coordinated efforts are essential to enable Thai exporters to adapt to the new regulatory requirements, safeguard their access to the EU market, and maintain their competitiveness.

The Director further noted that the Department of European Affairs, Ministry of Foreign Affairs, serves as a strategic enabler by coordinating and fostering collaboration among relevant public and private sector stakeholders to support Thai exporters in complying with the PPWR. While the Ministry of Foreign Affairs and the Office of the National Economic and Social Development Council (NESDC) are working together to identify the appropriate national focal point agency, the Ministry continues to facilitate interagency coordination and engagement with key stakeholders, including the European Union, to ensure a coherent national approach to implementation.

The Director further highlighted that the Department of European Affairs is working closely with the Royal Thai Embassy in Brussels, the National Metal and Materials Technology Center (MTEC), the Board of Trade of Thailand, the Federation of Thai Industries, and Krungsri Research to raise awareness and strengthen the capacity of the Thai private sector to respond effectively to evolving environmental regulations and maintain its competitiveness in the European Union market.

She also emphasized that the PPWR is a landmark regulation supporting the European Union's transition towards a circular economy and is scheduled to enter into force on 12 August 2026. At present, the European Union is developing secondary legislation, including measures on Design for Recycling and Substances of Concern (SoC), which will provide greater clarity on implementation requirements and technical specifications. The Director encouraged Thai businesses to closely monitor these developments and prepare proactively to ensure timely compliance with the new regulatory framework.
