การประชุมคณะกรรมการร่วมว่าด้วยความร่วมมือทางเศรษฐกิจและวิชาการไทย-ตุรกี ครั้งที่ ๔

            เมื่อวันที่ ๒๕ มกราคม ๒๕๖๖ นางสาวสมฤดี พู่พรอเนก รองอธิบดีกรมยุโรปและประธานร่วมฝ่ายไทย ได้เข้าร่วมการประชุมระดับเทคนิคของการประชุมคณะกรรมการร่วมว่าด้วยความร่วมมือทางเศรษฐกิจและวิชาการ (Joint Committee on Economic and Technical Cooperation) ไทย-ตุรกี ครั้งที่ ๔ ระหว่างที่ 25-26 มกราคม ๒๕๖๖ ณ กระทรวงการค้าตุรกี กรุงอังการา โดยมีนางสาวเมห์ทัป อะทาคัน เอิซคัน (Mehtap Atakan Özkan) รองอธิบดีกรมความตกลงระหว่างประเทศและสหภาพยุโรป กระทรวงการค้าตุรกี เป็นประธานร่วมฝ่ายตุรกี

            ในการประชุมดังกล่าว ทั้งสองฝ่ายได้หารือแลกเปลี่ยนข้อคิดเห็นในการจัดทำเอกสารผลลัพธ์การประชุมคณะกรรมการร่วมฯ และประเด็นความร่วมมือทางเศรษฐกิจและวิชาการระหว่างไทยกับตุรกีในสาขาต่าง ๆ อย่างรอบด้าน อาทิ การค้า การลงทุน การเป็นหุ้นส่วนของภาคเอกชน การกำหนดมาตรฐานผลิตภัณฑ์ อุตสาหกรรม พลังงาน การศึกษา การท่องเที่ยว นอกจากนี้ ทั้งสองฝ่ายได้ย้ำถึงความสำคัญของการขยายการค้า การลงทุนระหว่างกัน ผ่านการเร่งรัดการเจรจาจัดทำความตกลงการค้าเสรี (Free Trade Agreement – FTA) ไทย-ตุรกี ให้มีความคืบหน้า โดยเห็นพ้องให้พิจารณาจัดการเจรจาฯ รอบที่ ๘ ในช่วงเดือนมีนาคม ๒๕๖๖ ขณะเดียวกัน ทั้งสองฝ่ายยินดีที่จะมีการรื้อฟื้นกลไกการประชุมคณะกรรมการร่วมทางการค้า (Joint Trade Committee – JTC) ที่ได้จัดตั้งเมื่อปี 2530 โดยให้จัดการประชุม JTC ครั้งที่ ๑ ในช่วงครึ่งหลังของปี ๒๕๖๖ ทั้งสองฝ่ายยังได้แสดงความสนใจในสาขาความร่วมมือใหม่ อาทิ (1) พลังงานสะอาด พลังงานสีเขียว (2) การพัฒนาอุตสาหกรรม โดยเฉพาะอุตสาหกรรมภาพยนตร์และโทรทัศน์ (3) การท่องเที่ยว (๔) การลงทุนในด้านอิเล็กทรอนิกส์อัจฉริยะ เทคโนโลยีชีวภาพ หุ่นยนต์ และสาขาที่เกี่ยวข้องกับโมเดลเศรษฐกิจใหม่ (BCG)

            ทั้งนี้ มีผู้เข้าร่วมการประชุมระดับเทคนิคฯ จากหลากหลายหน่วยงาน โดยสำหรับฝ่ายไทย มีผู้แทนจากกระทรวงการต่างประเทศ (กรมยุโรป กรมความร่วมมือระหว่างประเทศ) กระทรวงพาณิชย์ (กรมเจรจาการค้าระหว่างประเทศ) เข้าร่วมการประชุมด้วยตนเอง และกระทรวงอุตสาหกรรม กระทรวงพลังงาน การท่องเที่ยวแห่งประเทศไทย สภาอุตสาหกรรมแห่งประเทศไทย สภาธุรกิจไทย-ตุรกี เข้าร่วมการประชุมผ่านระบบทางไกล และได้ร่วมกล่าวถ้อยแถลงเกี่ยวกับศักยภาพและโอกาสความร่วมมือระหว่างไทยกับตุรกีในสาขาที่เกี่ยวข้อง

Technical Meeting of the Fourth Meeting of the Thai-Turkish Joint Committee on Economic and Technical Cooperation

On 25 January 2023 Ms. Somrudee Poopornanake, Deputy Director, Department of European Affairs, co-chaired the Technical Meeting of the Fourth Meeting of the Joint Committee on Economic and Technical Cooperation (JETC), held during 25-26 January 2023, at the Ministry of Trade of Türkiye, Ankara, with Ms. Mehtap Atakan Özkan, Deputy Director General for International Agreement and European Union, Ministry of Trade of Türkiye.

At the meeting, both sides discussed the conclusion of the Agreed Minutes of the Fourth Meeting of the Joint Committee and economic and technical cooperation such as trade, investment, private sector partnership, standardization, energy, education, tourism. Moreover, both sides emphasised the importance on expanding bilateral trade and investment through the expedition of the ongoing Thai-Turkish Free Trade Negotiations. To this end, both sides agreed to hold the 8^th round of the negotiations in March 2023. Similarly, both sides are pleased to revitalise the Joint Trade Committee (JTC), established in 1987, in the latter half of 2023. Furthermore, both sides expressed their interest in new areas of cooperation such as clean energy, green energy, industrial development, film and TV industry, tourism, investments in intelligent electronics, biotechnology, robotics, and BCG-related fields.

The Thai delegation comprised several Thai agencies, namely representatives from the Ministry of Foreign Affairs including the Department of European Affairs and Thailand International Cooperation Agency, Department of Trade Negotiations of the Ministry of Commerce who attended the on-site meeting, as well as the Ministry of Industry, Ministry of Energy, Tourism Authority of Thailand, Federation of Thai Industries and Thai-Turkish Business Council who participated virtually. Representatives also took part in delivering statements on potential opportunities of cooperation between Thailand and Türkiye in relevant areas.
