เมื่อวันที่ 9 กันยายน 2567 นางครองขนิษฐ รักษ์เจริญ อธิบดีกรมยุโรป และนางจุฬามณี ชาติสุวรรณ มนตรีฝ่ายไทยประจำมูลนิธิเอเชีย-ยุโรป (ASEF) ได้กล่าวต้อนรับผู้เข้าร่วมการประชุมเชิงปฏิบัติการ ASEF Expert Workshop on a Rights-Based Approach to Poverty Reduction: Experiences and Lessons from Asia and Europe ซึ่งจัดโดยมูลนิธิ ASEF ณ โรงแรม Intercontinental กรุงเทพฯ โดยการประชุมฯ เป็นเวทีในการแลกเปลี่ยนความรู้และแนวปฏิบัติอันเป็นเลิศในการส่งเสริมสิทธิมนุษยชน เพื่อแก้ไขปัญหาความยากจนและความเหลื่อมล้ำ โดยมีผู้เชี่ยวชาญด้านสิทธิมนุษยชนจากภาครัฐ ภาคประชาสังคม ภาคการศึกษา และองค์กรระหว่างประเทศจากเอเชียและยุโรปเข้าร่วม

            อธิบดีกรมยุโรปได้กล่าวถึงความสำเร็จของไทยในการลดจำนวนคนยากจนภายในประเทศ
ได้ในช่วงปี 2555-2562 โดยไทยเป็น 1 ใน 25 ประเทศจาก 110 ประเทศที่สามารถลดจำนวนคนยากจนภายในประเทศลงได้ภายในระยะเวลา 15 ปี ซึ่งเป็นพัฒนาการเชิงบวกที่สำคัญและได้รับการยอมรับจากนานาชาติ นอกจากนี้ ภายใต้สถานการณ์ความท้าทายต่าง ๆ ของโลกในปัจจุบัน เช่น โรคระบาดและความขัดแย้งทางภูมิรัฐศาสตร์ ไทยยังมุ่งมั่นใช้ปรัชญาเศรษฐกิจพอเพียง และโมเดลเศรษฐกิจชีวภาพ-เศรษฐกิจหมุนเวียน-เศรษฐกิจสีเขียว (Bio, Circular, Green – BCG Economy) ในการส่งเสริมสิทธิมนุษยชนเพื่อแก้ไขปัญหาความยากจน เพื่อนำไปสู่การบรรลุเป้าหมายวาระการพัฒนาที่ยั่งยืน ค.ศ. 2030 (2030 Sustainable Development Goals) โดยไม่ทิ้งใครไว้ข้างหลัง (Leave no one behind) ด้วย

            ในโอกาสเดียวกัน มนตรีฝ่ายไทยประจำ ASEF ได้เน้นย้ำความสำคัญของความร่วมมือระหว่างเอเชียกับยุโรปในการต่อต้านการละเมิดสิทธิมนุษยชนเพื่อลดความเหลื่อมล้ำทางเศรษฐกิจ ซึ่งไทยได้แบ่งปันการดำเนินโครงการที่สำคัญของรัฐบาล เช่น บัตรสวัสดิการแห่งรัฐ สิทธิในการรักษาพยาบาล 30 บาท และเบี้ยยังชีพผู้สูงอายุ เป็นต้น     

            ทั้งนี้ พัฒนาการในเชิงบวกและการดำเนินการข้างต้นสนับสนุนให้ไทยมีความพร้อมในการสมัครเป็นสมาชิกคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ (Human Rights Council – HRC) วาระปี ค.ศ. ๒๐๒๕-๒๐๒๗

             On 9 September 2024, Mrs. Krongkanit Rakcharoen, Director-General of the Department of European Affairs, and Mrs. Chulamanee Chartsuwan,Asia-Europe Foundation (ASEF) Governor for Thailand, gave welcoming remarks to participants of the ASEF Expert Workshop on a Rights-Based Approach to Poverty Reduction: Experiences and Lessons from Asia and Europe, organized by ASEF, at the Intercontinental Hotel, Bangkok. The Workshop was a venue for experts in Human Rights from governmental, social and academic sectors as well as international organizations across Asia and Europe to share knowledge, experiences, and best practices on the topic.

             The Director-General of the Department of European Affairs mentioned Thailand’s success in reducing the number of people in multidimensional poverty in the period of 2012-2019 and becoming 1 of 25 from 110 countries that halved the number of people in multidimensional poverty within 15 years, which is a positive progress and globally recognized. Amidst the current global traditional and non-traditional challenges, including pandemics and geopolitical conflicts, Thailand continues to advance the promotion of rights of the people, guided by Sufficiency Economy Philosophy and Bio-Circular-Green Economy Model to eradicate poverty, in order to achieve the 2030 Sustainable Development Goals that leaves no one behind.   

             On this occasion, the ASEF Governor for Thailand also emphasized the importance of cooperation between Asia and Europe in their fight against human rights violation to narrow the gap of economic inequality by sharing the Thai Government’s approach such as the State Welfare Card, the Universal Health Coverage Project and the Old Age Allowance Programme.

             The above-mentioned positive developments support Thailand’s candidacy for the membership of the Human Rights Council for the term of 2025-2027.
