เมื่อวันที่ 17 กันยายน 2568 นางครองขนิษฐ รักษ์เจริญ อธิบดีกรมยุโรป ได้ร่วมกล่าวเปิดงานสัมมนา Thailand's Path towards Circular Economy and Knowledge Sharing Workshop on EU Circular Economy Regulations ซึ่งจัดร่วมขึ้นโดยสถานเอกอัครราชทูต ณ กรุงบรัสเซลส์ กับองค์กรความร่วมมือระหว่างประเทศของเยอรมัน (GIZ) ที่โรงแรมดิ แอทธินี

อธิบดีกรมยุโรปได้ร่วมกล่าวเปิดการสัมมนา  เน้นย้ำถึงความสำคัญของกรอบความตกลง PCA ไทย-สหภาพยุโรป ในการเปิดโอกาสให้ฝ่ายไทยและสหภาพยุโรปสามารถเพิ่มพูนความร่วมมือระหว่างกันด้านสิ่งแวดล้อมและความยั่งยืนได้อย่างมีพลวัต อีกทั้งได้เน้นย้ำบทบาทที่สำคัญของสหภาพยุโรปในการถ่ายทอดองค์ความรู้เพื่อการเปลี่ยนผ่านสีเขียว โดยเฉพาะในด้านมาตรฐานการออกแบบผลิตภัณฑ์และบรรจุภัณฑ์ที่เป็นมิตรต่อสิ่งแวดล้อมซึ่งจะช่วยความสามารถในการแข่งขันของผู้ประกอบการของไทย ในโอกาสนี้ อธิบดีกรมยุโรปได้แสดงความพร้อมในการสนับสนุนให้ฝ่ายไทยสามารถเข้าถึงองค์ความรู้ที่จำเป็นจากฝ่ายสหภาพยุโรปเพื่อสนับสนุนการเปลี่ยนผ่านเข้าสู่เศรษฐกิจหมุนเวียน

ในการสัมมนาดังกล่าว ผู้เชี่ยวชาญจากสหภาพยุโรปและผู้ทรงคุณวุฒิได้ให้ความรู้เกี่ยวกับนโยบาย
และกฎระเบียบด้านเศรษฐกิจหมุนเวียนของสหภาพยุโรปและของประเทศไทย รวมถึงได้เปิดโอกาส
ให้ภาคส่วนที่เกี่ยวข้องได้ชี้แจงถึงความท้าทาย โอกาส และหนทางการส่งเสริมความร่วมมือในการปรับตัวเข้าสู่ระบบเศรษฐกิจหมุนเวียน โดยมีการอภิปรายกลุ่มใน 2 ประเด็น ได้แก่ (1) แนวทางการปรับตัวเข้ากับกฎระเบียบว่าด้วยการออกแบบเชิงนิเวศเพื่อผลิตภัณฑ์ที่ยั่งยืน (Eco design for Sustainable Products Regulation: ESPR) และ (2) แนวทางการปรับตัวเข้ากับกฎระเบียบว่าด้วยบรรจุภัณฑ์และขยะ
จากบรรจุภัณฑ์ (Packaging and Packaging Waste Regulation: PPWR) เพื่อร่วมสร้างแนวทางในการ
นำนโยบายและกฎระเบียบดังกล่าวไปสู่การปฏิบัติในระดับผู้ประกอบการอย่างเป็นระบบ
และมีการบูรณาการ เพื่อสนับสนุนการเปลี่ยนผ่านสู่เศรษฐกิจหมุนเวียนของประเทศไทย

ทั้งนี้ ทุกฝ่ายเห็นพ้องกันในแนวทางเพื่อส่งเสริมการเปลี่ยนผ่านสู่เศรษฐกิจหมุนเวียนต่อไปในอนาคต

ผ่านการสร้างแนวร่วมเพื่อการเปลี่ยนผ่านระหว่างภาครัฐ-เอกชน-ประชาชนที่เป็นเอกภาพ การเพิ่มบทบาทของภาครัฐผ่านการจัดทำแนวปฏิบัติและกฎระเบียบรายอุตสาหกรรม การสร้างมาตรการจูงใจทางภาษี
การสร้างแพลตฟอร์มเพื่อแลกเปลี่ยนข้อมูลที่จำเป็น และการสร้างความตระหนักรู้ต่อประชาชนในเรื่องเศรษฐกิจหมุนเวียนด้วยกลยุทธ์การสื่อสารที่มีประสิทธิภาพ

Director-General of the Department of European Affairs delivered an opening remarks at a Seminar on Thailand's Path towards Circular Economy and Knowledge Sharing Workshop on EU Circular Economy Regulations

On 17 September 2025, Mrs. Krongkanit Rakcharoen, Director-General of the Department of European Affairs, delivered an opening remarks at a Seminar on Thailand's Path towards Circular Economy and Knowledge Sharing Workshop on EU Circular Economy Regulations, jointly organized by the Royal Thai Embassy in Brussels and German International Cooperation (GIZ) at the Athenee Hotel.

In her remarks, the Director–General emphasized the significance of the Thai – EU PCA as a dynamic framework that that allows both sides to further foster closer cooperation in environment and sustainability. The Director–General stressed the contribution of the EU in sharing best practices for green transition, particularly in the area of eco-product design and eco-friendly packaging design standards, which help enhance Thailand’s competitiveness in the business sector. On this occasion, the Director–General reaffirmed the cooperation with the EU to assist Thailand’s readiness towards transition to a circular economy.

Distinguished experts and scholars from the EU and Thailand provided insights into the circular economy policies and regulations of the EU and Thailand, including the challenges, opportunities, and avenues for enhancing cooperation between all related stakeholders in support of Thailand’s transition towards circular economy. Furthermore, two breakout group discussions were organized to gain insights from the entrepreneurs from different industries focusing on (1) Ecodesign for Sustainable Products Regulation (ESPR) and (2) Packaging and Packaging Waste Regulation (PPWR). The aim was to collaborate to find solutions for the implementation of the policies and regulations systematically among entrepreneurs to facilitate Thailand’s circular economy transition.

Stakeholders agreed on the importance of future circular economy transition through partnership between the public sector, private sector and people. Recommended measures include drafting guidelines for specific industries, imposing financial incentives, establishing a platform to exchange information, and raising awareness with effective communication strategies.
