เมื่อวันที่ ๓ - ๕ พฤศจิกายน ๒๕๖๖ นายทรงชัย ชัยปฏิยุทธ รองอธิบดีกรมสนธิสัญญาและกฎหมาย
ในฐานะผู้แทนรองนายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการต่างประเทศ ได้เดินทางไปเข้าร่วม

            การประชุมระดับสูงขององค์การระหว่างประเทศของกลุ่มประเทศที่ใช้ภาษาฝรั่งเศส (Organisation Internationale de la Francophonie: OIF) ได้แก่ การประชุมระดับรัฐมนตรี OIF ครั้งที่ ๔๔ และการประชุมคณะมนตรีถาวร OIF ครั้งที่ ๑๒๔ ณ กรุงยาอุนเด สาธารณรัฐแคเมอรูน ในหัวข้อ “ธรรมาภิบาล: หลักประกันของความมั่นคงทางการเมือง เศรษฐกิจและวัฒนธรรมของประชากรที่พูดฝรั่งเศส”

            ในโอกาสดังกล่าวผู้แทนได้ร่วมกล่าวถ้อยแถลง โดยกล่าวถึงความร่วมมือระหว่างไทยกับ OIF ตั้งแต่ไทยเข้าเป็นประเทศผู้สังเกตการณ์ OIF                     เมื่อปี ๒๕๕๑ ไทยเห็นพ้องว่าหลักการธรรมาภิบาลมีส่วนสำคัญต่อการสร้างความมั่นคงทางการเมือง เศรษฐกิจ และวัฒนธรรม ไทยในฐานะที่ได้รับการรับรองเป็นผู้สมัครของอาเซียนในการลงสมัครรับเลือกตั้งเป็นสมาชิกคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ วาระปี ค.ศ. 2025-2027 ในโควตากลุ่มภูมิภาคเอเชีย-แปซิฟิก พร้อมสนับสนุนการสร้างความเท่าเทียมและความยุติธรรมให้เกิดขึ้น โดยเฉพาะในกลุ่มประชากรกลุ่มเปราะบาง

            ตลอด ๑๕ ปีที่ผ่านมา ไทยกับ OIF และประเทศสมาชิก OIF มีความร่วมมือทั้งด้านภาษาฝรั่งเศส วัฒนธรรม และมีความมุ่งมั่นที่จะแสวงหาความร่วมมือในมิติอื่น ๆ ทั้งในด้านเศรษฐกิจ นวัตกรรมและเทคโนโลยี การพัฒนาทรัพยากรมนุษย์ ความร่วมมือสีเขียว ตลอดจนการพัฒนาที่ยั่งยืน ซึ่งสอดคล้องตามเป้าหมายของสหประชาชาติมาโดยตลอด ที่ผ่านมา ไทยได้สนับสนุนความร่วมมือทางวิชาการ/ด้านการพัฒนาร่วมกับหลายประเทศสมาชิก OIF ผ่านการส่งผู้เชี่ยวชาญไปดำเนินโครงการในพื้นที่ การมอบทุนการศึกษาสำหรับการฝึกอบรมในประเทศไทย รวมถึงผ่านความร่วมมือไตรภาคีกับองค์กร/ประเทศที่สาม อาทิ สำนักงานความร่วมมือเพื่อการพัฒนาฝรั่งเศส (Agence Française de Développent: AFD) เพื่อสร้างความร่วมมือด้านการพัฒนาในกลุ่มประเทศเอเชียตะวันออกเฉียงใต้ แอฟริกา และหมู่เกาะแปซิฟิก

            สาธารณรัฐฝรั่งเศสมีกำหนดเป็นประธานและเจ้าภาพการประชุมสุดยอดผู้นำ OIF (Sommet de la Francophonie) ครั้งที่ ๑๙ ในวันที่ ๕ ตุลาคม ๒๕๖๗ โดยจะมีการจัดการประชุมระดับรัฐมนตรี OIF (CMF) ครั้งที่ ๔๕ ก่อนหน้าด้วย ภายใต้หัวข้อ “สร้าง เสริมสร้าง และการดำเนินการด้วยภาษาฝรั่งเศส”

Representative of the Deputy Prime Minister and Minister of Foreign Affairs of Thailand attended the 44^th Session of “la Conférence Ministérielle de la Francophonie (CMF)”
and the 124^th Session of “le Conseil Permanent de la Francophonie (CPF)”

in Yaoundé, Republic of Cameroon

            On 3-5 November 2023, Mr. Songchai Chaipatiyut, Deputy Director-General of the Department of Treaties and Legal Affairs, Representative of the Deputy Prime Minister and Minister of Foreign Affairs Thailand, attended high-level conferences of the “Organisation de la Francophonie (OIF)”,  namely, the 44^th Session of “la Conférence Ministérielle de la Francophonie (CMF)” and the 124^th Session of             “le Conseil Permanent de la Francophonie (CPF)” organized prior to the CMF, in Yaoundé, Republic of Cameroon. The CMF was organized under the theme “Bonne gouvernance : gage de stabilité politique, économique et culturelle pour les citoyens francophones”.

            On this occasion, the representative delivered a speech on Thailand-OIF Cooperation since the country became OIF’s observer in 2008. Thailand also shares the view with other OIF member countries that the principle of “good governance” is essential for political, economic, and cultural stability. Thailand, as the ASEAN candidate for the Human Rights Council for the term 2025-2027, aims to advance equality and justice, especially for the most vulnerable and the marginalized.

             Throughout 15 years of engagement between Thailand, OIF and its member countries,the scope of collaboration encompasses French language and cultural cooperation. Thailand also stands ready to expand cooperation with the Organization in other potential areas such as trade and investment, innovation and technologies, human resource development, cooperation related to green initiatives as well as sustainable development which also align with the United Nation’s goals. For several years, Thailand has provided technical and human resource development programmes as well as scholarships and training courses to many countries in the OIF. Thailand also works trilaterally with the third countries and organizations, for instance, the Agence Franҫaise de Développement (AFD), in the development and aid operations in Southeast Asian, African and Pacific Islands countries.

            On 5 October 2024, the French Republic will host the 19^th Summit (Sommet de la Francophonie) under the theme “Créer, innover, et entreprendre en français”. The 45^th CMF will be convened prior in preparation of the Summit.
