งานเสวนาของสมาชิก Roundtable on Sustainable Palm Oil (RSPO) ครั้งที่ 2
เรื่อง กฎระเบียบใหม่ของสหภาพยุโรป ด้านการปลอดการตัดไม้ทำลายป่า

            เมื่อวันที่ 30 เมษายน 2567 นางสาวสมฤดี พู่พรอเนก รองอธิบดีกรมยุโรปได้เข้าร่วมและกล่าวในพิธีเปิดงานเสวนาของสมาชิกองค์กรเจรจาระหว่างประเทศว่าด้วยปาล์มน้ำมันยั่งยืน (Roundtable on Sustainable Palm Oil: RSPO) ครั้งที่ 2 ตามคำเชิญขององค์กรฯ ระหว่างเวลา 09.00-17.00 น. ณ ห้องพญาไท 3 โรงแรม Eastin Grand Hotel Phayathai โดยการเสวนาดังกล่าวมีหัวข้อหลัก คือ กฎระเบียบใหม่ของสหภาพยุโรปด้านการปลอดการตัดไม้ทำลายป่า

            งานเสวนามีวัตถุประสงค์เพื่อสร้างความรู้ ความเข้าใจ สำหรับนโยบายและการเตรียมความพร้อมต่อกฎระเบียบใหม่ของสหภาพยุโรปด้านการปลอดการตัดไม้ทำลายป่า (EU Regulation on Deforestation-free Products: EUDR) และวิเคราะห์ผลกระทบที่จะเกิดขึ้นกับเกษตรกรรายย่อย และอุตสาหกรรมปาล์มน้ำมันไทย รวมถึงระบบการตรวจสอบย้อนกลับ ให้แก่สมาชิกของ RSPO ที่เข้าร่วมการประชุมประมาณ 50 ราย

            ทั้งนี้ EU Regulation on Deforestation-free Products หรือ EUDR เป็นกฎหมายที่สภาพยุโรปประกาศใช้เพื่อป้องกันการจำหน่ายสินค้าที่มีความเสี่ยงสูงต่อการตัดไม้ทำลายป่าในตลาดสหภาพยุโรป ครอบคลุมสินค้า 7 ชนิด ได้แก่ ยางพารา ไม้ ถั่วเหลือง โกโก้ กาแฟ ปาล์มน้ำมัน และเนื้อวัว ซึ่งถูกรับรอง
อย่างเป็นทางการเมื่อวันที่ 29 มิถุนายน 2565 และอยู่ในช่วงเปลี่ยนผ่าน 18 เดือน โดยจะเริ่มบังคับใช้
อย่างเต็มรูปแบบวันที่ 30 ธันวาคม 2567 ซึ่งจะส่งผลกระทบต่อเกษตรกรไทยอย่างกว้างขวาง รวมถึงผู้ผลิตปาล์มน้ำมันที่ประเทศไทยส่งออกมากเป็นลำดับ 3 ของโลก

            On April 30, 2024, Miss Somrudee Poopornanake, Deputy Director-General of the Department of European Affairs, attended and gave an opening remarks at the 2^nd Roundtable on Sustainable Palm Oil (RSPO) on the topic of EU Regulation on Deforestation-Free Products (EUDR) at the Eastin Grand Hotel Phayathai.

            The Roundtable aims to raise awareness and understanding on the EUDR and its potential impacts of the new EU regulation, such as the establishment of a traceability system, on Thai palm oil industry and its smallholders.  Approximately 40 RSPO members attended the Roundtable.

            The EUDR prevents products and commodities, namely soy, cocoa, wood, coffee, rubber, palm oil, and cattle, which are at risk of deforestation from being imported into the EU market. The EUDR has entered into force on 29 June 2023 with a transition period of 18 months.  The EUDR provisions will become applicable on December 30, 2024.  The regulation will affect Thai farmers, suppliers, and companies involving processing or export of goods in seven product categories, particularly the palm oil industry in which Thailand ranks 3^rd largest exporter in the world.
