การประชุม Political Consultation ไทย-เดนมาร์ก ครั้งที่ ๕ ผ่านระบบการประชุมทางไกล

      เมื่อวันที่ ๙ ธันวาคม ๒๕๖๔ นางจุฬามณี ชาติสุวรรณ รองปลัดกระทรวงการต่างประเทศ ได้เป็นหัวหน้าคณะผู้แทนฝ่ายไทยในการประชุม Political Consultation ไทย-เดนมาร์ก ครั้งที่ ๕ ผ่านระบบการประชุมทางไกล ร่วมกับนาย Steen Hommel รองปลัดกระทรวงการต่างประเทศ (ด้านการค้าและความยั่งยืน) ราชอาณาจักรเดนมาร์ก โดยมีนายอสิ ม้ามณี อธิบดีกรมยุโรป นางศิริลักษณ์ นิยม เอกอัครราชทูต ณ กรุงโคเปนเฮเกน และนาย Jon Thorgaard เอกอัครราชทูตเดนมาร์กประจำประเทศไทย เข้าร่วม ซึ่งการประชุมฯ ประสบผลสำเร็จด้วยดี

      ที่ประชุมได้แลกเปลี่ยนข้อมูลพัฒนาการล่าสุดด้านการเมือง เศรษฐกิจ สถานการณ์การระบาดของโรคติดเชื้อไวรัสโควิด-๑๙ และทัศนะต่อโอกาสและความท้าทายในยุคหลังโควิด-๑๙ (Post-COVID-19 era) ของทั้งสองประเทศ รวมถึงความสัมพันธ์ทวิภาคีไทย-เดนมาร์ก โดยในปี ๒๕๖๔ เป็นปีครบรอบ ๔๐๐ ปีการติดต่อกันครั้งแรกระหว่างไทยกับเดนมาร์ก ในโอกาสนี้ สถานเอกอัครราชทูต ณ กรุงโคเปนเฮเกน และสถานเอกอัครราชทูตเดนมาร์กประจำประเทศไทย ได้จัดพิมพ์หนังสือที่ระลึกในโอกาสนี้ และสถานเอกอัครราชทูตเดนมาร์กประจำประเทศไทย ได้จัดงานแสดงภาพถ่ายเกี่ยวกับประวัติศาสตร์ความสัมพันธ์ไทย-เดนมาร์กที่หอศิลป์ ตั้งแต่วันที่ ๙ - ๑๒ ธันวาคม ๒๕๖๔

      ทั้งสองฝ่ายได้หารือเกี่ยวกับความร่วมมือไทย-เดนมาร์กที่ประสบผลสำเร็จในช่วงที่ผ่านมา รวมถึงความร่วมมือที่ยังดำเนินอยู่และความร่วมมือที่ทั้งสองฝ่ายประสงค์กระชับความสัมพันธ์ต่อไป อาทิ ความร่วมมือด้านปศุสัตว์ อาหาร เกษตร และเทคโนโลยีบริหารจัดการน้ำ นอกจากนี้ ทั้งสองฝ่ายยังเล็งเห็นถึงสาขาความร่วมมือที่สามารถผลักดันร่วมกันในอนาคตที่สอดคล้องกับโมเดลเศรษฐกิจชีวภาพ หมุนเวียน และสีเขียว (Bio-Circular-Green Economic Model) ของไทย และนโยบาย Green Agenda ของเดนมาร์ก อาทิ นโยบายด้านพลังงานสะอาด การส่งเสริมให้ภาคธุรกิจปรับตัวเพื่อสิ่งแวดล้อม และการใช้พลังงานอย่างมีประสิทธิภาพ โดยเฉพาะในภาคอุตสาหกรรมและภาคการเกษตร ซึ่งทั้งสองฝ่ายให้ความสนใจเกี่ยวกับการพัฒนาหุ่นยนต์และระบบอัตโนมัติ (robotics and automation) เพื่อนำมาใช้งานในสาขาต่าง ๆ  ที่กว้างขวางยิ่งขึ้นเพื่อเสริมสร้างประสิทธิภาพในการผลิต โดยเฉพาะในภาคการเกษตรและอุตสาหกรรมการแพทย์ โดยหวังว่าจะมีการแลกเปลี่ยนความรู้และความร่วมมืออย่างเข้มข้นมากขึ้นในอนาคต

      ในประเด็นภูมิภาคและพหุภาคี ที่ประชุมยังได้แลกเปลี่ยนข้อคิดเห็น อาทิ การเข้าร่วมเป็นอัครภาคีสนธิสัญญามิตรภาพและความร่วมมือในภูมิภาคเอเชียตะวันออกเฉียงใต้ (Treaty of Amity and Cooperation in Southeast Asia – TAC) ซึ่งเดนมาร์กอยู่ระหว่างรอการลงนาม สถานการณ์ในอาเซียน บทบาทของไทยและอาเซียนในสถานการณ์ในเมียนมา การฟื้นการเจรจาการค้าเสรีระหว่างไทยและสหภาพยุโรป การเจรจาจัดทำกรอบความตกลงว่าด้วยความเป็นหุ้นส่วนและความร่วมมือรอบด้าน (Comprehensive Partnership and Cooperation Agreement – PCA) ระหว่างไทยและสหภาพยุโรป การเปลี่ยนแปลงของสภาพภูมิอากาศ และการพัฒนาอย่างยั่งยืน

      ฝ่ายเดนมาร์กได้แสดงความพร้อมที่จะเป็นเจ้าภาพการจัดการประชุม Political Consultation ไทย-เดนมาร์ก ครั้งที่ ๖ ในโอกาสที่เหมาะสมต่อไป

5^th Thai-Danish Political Consultation Via Video Conference 

      On 9 December 2021, H.E. Mrs. Chulamanee Chartsuwan, Deputy Permanent Secretary of the Ministry of Foreign Affairs of the Kingdom of Thailand presided as head of the Thai delegation in the 5th Thai-Danish Political Consultation via video conference with H.E. Mr. Steen Hommel, State Secretary for Trade and Global Sustainability of the Ministry of Foreign Affairs of Denmark. In attendance were H.E. Mr. Asi Mamanee, Director-General of the Department of European Affairs, H.E. Mrs. Sirilak Niyom, Ambassador of Thailand to Denmark, and H.E. Mr. Jon Thorgaard, Ambassador of Denmark to Thailand. The meeting was conducted in a cordial and friendly atmosphere and was highly productive for both sides.

       Both sides shared updates on the recent political and economic developments during the COVID-19 pandemic, and exchanged perspectives on the post-COVID-19 world. Both sides also discussed activities on the auspicious occasion of the 400^th Anniversary of First Contact between Thailand and Denmark in 2021. To celebrate this occasion, both the Royal Thai Embassy in Copenhagen and the Embassy of Denmark in Bangkok have published commemorative books. Additionally, the Embassy of Denmark in Bangkok hosted a photo exhibition on the history of Thai-Danish relations at the Bangkok Art and Culture Center from 9 – 12 December 2021.

       Both sides also discussed the success of the past joint Thai-Danish cooperation, as well as the ongoing cooperation that both sides wish to advance in areas such as veterinary, food, agriculture, and water management technology. Furthermore, both sides envision deeper cooperation in areas that complement Thailand’s Bio-Circular-Green Economic Model and Denmark’s Green Agenda, for instance, clean energy, green transition for the private sector, and energy efficiency, especially in the agricultural and manufacturing sectors. Both sides pay special attention to the development of robotics and automation for use in a wider range of industries to boost productivity, especially in the agricultural sector and healthcare. Both sides anticipate further exchange of cooperation and know-how in these areas in the future.

       On regional and multilateral issues, the delegates exchanged views particularly on Denmark’s accession to the Treaty of Amity and Cooperation in Southeast Asia (TAC), whose signature is pending, the situation in ASEAN, the role of Thailand and ASEAN in Myanmar, the Thai – EU FTA negotiations, the Thai – EU PCA negotiations, climate change, and sustainable development.

       The Danish side expressed readiness to host the 6^th Thai-Danish Political Consultation in due time.
