เมื่อวันที่ 12 มิถุนายน 2567 นางครองขนิษฐ รักษ์เจริญ อธิบดีกรมยุโรป ได้หารือร่วมกับนายวันชัย รุจนวงศ์ ผู้แทนไทยด้านสิทธิเด็กในคณะกรรมาธิการอาเซียนว่าด้วยการส่งเสริมและคุ้มครองสิทธิสตรีและสิทธิเด็ก (ASEAN Commission on the Promotion and Protection of the Rights of Women and Children: ACWC) เกี่ยวกับบทบาทของไทยในการปกป้องสิทธิเด็กจากการแสวงหาผลประโยชน์จากโลกออนไลน์และการค้ามนุษย์ ในกรอบองค์การว่าด้วยความมั่นคงและความร่วมมือในยุโรป (Organization for Security and Co-operation in Europe: OSCE)

            ทั้งนี้ นายวันชัยฯ จะเป็นผู้แทนไทยเข้าร่วมการประชุม 2024 OSCE Asian Partners for Co-operation (APCG) และบรรยายในหัวข้อ “บทบาทของไทยในการส่งเสริมความมั่นคงของมนุษย์ทางด้านการปกป้องสิทธิเด็กจากจากการแสวงหาผลประโยชน์จากโลกออนไลน์และการค้ามนุษย์” ซึ่งจัดขึ้นโดยสถานเอกอัครราชทูต. ณ กรุงเวียนนา ร่วมกับนอร์ทมาซิโดเนียในฐานะประธานประเทศหุ้นส่วนเพื่อความร่วมมือฝ่ายเอเชีย ในวันที่ 21 มิถุนายน 2567 ที่สำนักงานใหญ่ของ OSCE กรุงเวียนนา ประเทศออสเตรีย โดยไทยจะร่วมแบ่งปันประสบการณ์และแนวปฏิบัติที่ดีในประเด็นความมั่นคงมนุษย์ในมิติเด็ก อาทิ บทบาทไทยในการเป็นผู้ริเริ่มการจัดทำแผนปฏิบัติการระดับภูมิภาคว่าด้วยการคุ้มครองเด็กจากการแสวงหาผลประโยชน์ในสื่อออนไลน์ในอาเซียน (Regional Plan of Action for the Protection of Children from All Forms of Online Exploitation and Abuse in ASEAN: RPA on COEA) ซึ่งสอดคล้องกับหลักการความมั่นคงองค์รวมของ OSCE ที่มี “คน” เป็นศูนย์กลาง

            การประชุม OSCE APCG เป็นการประชุมระดับเอกอัครราชทูต ซึ่งจัดขึ้นเป็นประจำ 5 ครั้งต่อปี เพื่อส่งเสริมความร่วมมือระหว่างประเทศสมาชิกกับประเทศหุ้นส่วนฯ OSCE ในประเด็นด้านความมั่นคงที่ทุกฝ่ายสนใจร่วมกัน โดยไทยให้ความสำคัญกับการผลักดันประเด็นด้านความมั่นคงมนุษย์ ในมิติการคุ้มครองและส่งเสริมบทบาทสตรี การคุ้มครองเด็ก การให้ความช่วยเหลือทางมนุษยธรรมเมื่อเกิดภัยพิบัติ เป็นต้น

            On June 12, 2024, Mrs. Krongkanit Rakcharoen, Director-General of the Department of European Affairs, met with Mr. Wanchai Roujanavong, the Representative of Thailand on Children’s Rights to the ACWC (ASEAN Commission on the Promotion and Protection of the Rights of Women and Children), to discuss advancing Thailand’s role in protecting youth and children from online exploitation and trafficking under the framework of the Organization for Security and Co-operation in Europe (OSCE).

            As a representative of Thailand to attend the Asian Partners for Co-operation (APCG) meeting to be held on 21 June 2024 at the OSCE Secretariat in Vienna, Mr. Wanchai will speak under the topic of “Enhancing Human Security: Protecting Youth and Children from Online Exploitation and Trafficking”.This meeting will be co-hosted by Thailand and North Macedonia as Chair of the OSCE Asian Partners for Co-operation Group. This platform will offer opportunity for Thailand to share its experiences and practices; for instance, Thailand's role in the Regional Plan of Action for the Protection of Children from All Forms of Online Exploitation and Abuse in ASEAN (RPA on COEA), which aligns with the OSCE’s principle of comprehensive security.

            The OSCE APCG meeting is an ambassador-level meeting, held five times annually and serves as the main forum for fostering open and interactive dialogue on security issues of common interest between the OSCE and its Asian partners. At the OSCE, Thailand agendas include promoting human security in the aspects such as women’s empowerment, child protection and humanitarian assistance for natural disasters.
